habitats. Whenever wild birds are collected, data required for all pertinent tasks (e.g.,<br />

contaminants, physiological conditions, diet, plumage) should be obtained.<br />

Fl. Assess annual subsistence harvest <strong>of</strong> <strong>Spectacled</strong> <strong>Eider</strong>s. Subsistence harvest <strong>of</strong><strong>Spectacled</strong><br />

<strong>Eider</strong>s <strong>and</strong> <strong>the</strong>ir eggs should be monitored. The magnitude, distribution, <strong>and</strong> sex <strong>and</strong> age<br />

composition <strong>of</strong><strong>the</strong> harvest should be determined, preferably annually for all important locations.<br />

Subsistence harvest surveyors should be trained <strong>and</strong> prepared to both provide <strong>and</strong> solicit<br />

information concerning eiders. Anecdotal information on harvest traditions should be collected to<br />

help direct <strong>and</strong> design scientific sampling <strong>and</strong> also to illuminate <strong>the</strong> possible range <strong>of</strong>historical<br />

harvest levels. Harvest survey tasks may be especially suitable for cooperative or contract work<br />

as developed under <strong>the</strong> Memor<strong>and</strong>a <strong>of</strong>Agreement (task A4).<br />

I~UUY~YL The precision <strong>of</strong>subsistence harvest estimates from <strong>the</strong> YKD might be<br />

improved substantially with alternative analysis techniques. The data should be re-analyzed to<br />

calculate harvest levels in only <strong>the</strong> strata in which <strong>Spectacled</strong> <strong>Eider</strong>s were harvested. Adjusted<br />

estimates for harvest <strong>and</strong> annual variation will be used for hypo<strong>the</strong>sis evaluation (task C5.3).<br />

This analysis should also direct re-design <strong>of</strong><strong>the</strong> harvest surveys to improve precision.<br />

Fl .2. Continue Yukon-Kuskokwim Delta <strong>and</strong> St. Lawrence Isl<strong>and</strong> subsistence harvest<br />

~liD~~L Annual subsistence harvest surveys have been conducted on <strong>the</strong> YKD since 1985<br />

<strong>and</strong> on St. Lawrence Isl<strong>and</strong> since 1993. Ifre-analysis <strong>and</strong> re-stratification (task Fl. 1) do not<br />

improve precision sufficiently to permit hypo<strong>the</strong>sis testing about harvest impacts, <strong>the</strong>n options<br />

for revising methodology should be explored. Future surveys should be designed to assess<br />

<strong>and</strong> improve accuracy, provide precise harvest estimates, <strong>and</strong> evaluate <strong>the</strong> effectiveness <strong>of</strong><br />

harvest reduction programs.<br />

Fl.3. Determine harvest levels on <strong>the</strong> NS <strong>and</strong> in <strong>the</strong> Bering Strait region (o<strong>the</strong>r than St<br />

La~r~n~1~1nnd). <strong>Spectacled</strong> <strong>Eider</strong>s are harvested in several villages where harvest surveys<br />

are not currently conducted, but <strong>the</strong> distribution <strong>and</strong> quantity <strong>of</strong> harvest in <strong>the</strong> Bering Strait<br />

<strong>and</strong> on <strong>the</strong> NS are not known. Surveys that provide precise, accurate harvest information are<br />

needed for all Alaskan villages where <strong>Spectacled</strong> <strong>Eider</strong>s are likely to be taken.<br />

F 1.4. Assess <strong>the</strong> feasibility <strong>of</strong>initiating a harvest survey in Russia. The harvest level in<br />

Russia is unknown. Anecdotal data should guide establishment <strong>of</strong>a subsistence harvest<br />

survey in AR. This task may also include ga<strong>the</strong>ring information on non-subsistence harvest<br />

<strong>and</strong> scientific collecting (see task A12).<br />

G. Er~dnIism<br />

01. Assess fox predation levels on <strong>Spectacled</strong> <strong>Eider</strong> productivity. Current fox predation rates<br />

should be determined at a number <strong>of</strong> sites to assess predation rates throughout <strong>the</strong> populations.<br />
