currently small size <strong>of</strong> <strong>the</strong> YKD eider population; (2) <strong>the</strong> inherent vulnerability <strong>of</strong> sea<br />
ducks to excessive adult mortality; <strong>and</strong> (3) <strong>the</strong> fact that most <strong>of</strong> <strong>the</strong> harvest is presumed to<br />
occur during spring migration <strong>and</strong> <strong>the</strong>refore probably is concentrated on adult breeding<br />
birds. It is important that <strong>the</strong> <strong>Spectacled</strong> <strong>Eider</strong> harvest be eliminated until it can be<br />
managed in such a way that viable populations can be maintained.<br />
This plan recommends that <strong>the</strong> most effective method for eliminating intentional <strong>and</strong><br />
incidental subsistence harvest is through information programs aimed at obtaining<br />
Voluntary hunting restraints. Such restraints should be sought through increased dialogue<br />
<strong>and</strong> development <strong>of</strong> Memor<strong>and</strong>a <strong>of</strong> Agreement with Native organizations. The harvest -<br />
reduction programs may include, but would not be limited to, public information activities,<br />
local initiatives, <strong>and</strong> enforcing Federal <strong>and</strong> State laws through appropriate methods. It is<br />
essential that all stakeholders have a voice in how <strong>the</strong> program is designed <strong>and</strong><br />
implemented.<br />
In addition to information <strong>and</strong> law enforcement programs designed to eliminate subsistence<br />
harvest, <strong>the</strong> Memor<strong>and</strong>a <strong>of</strong> Agreement should benefit <strong>the</strong> recovery program by facilitating:<br />
(1) <strong>the</strong> exchange <strong>of</strong>local <strong>and</strong> traditional knowledge; <strong>and</strong> (2) <strong>the</strong> participation <strong>of</strong> Alaskan<br />
Natives in research <strong>and</strong> management functions, where appropriate. Memor<strong>and</strong>a <strong>of</strong><br />
Agreement should also cover o<strong>the</strong>r aspects <strong>of</strong> <strong>the</strong> Recovery Plan, where appropriate.<br />
A4. 1.1. Develop <strong>and</strong> implement a Memor<strong>and</strong>um <strong>of</strong> Agreement on <strong>the</strong> YKD<br />

A4. 1.3. Develop <strong>and</strong> implement a Memor<strong>and</strong>um <strong>of</strong> Agreement for <strong>the</strong> Bering Strait<br />
arca. An agreement is needed for this region because it is a major migration <strong>and</strong><br />
staging area for at least one <strong>and</strong> possibly all three <strong>of</strong> <strong>the</strong> major breeding populations.<br />
Levels <strong>of</strong> eider mortality from natural <strong>and</strong> anthropogenic causes are unknown for this<br />
region.<br />
AS. Designate a Native Liaison who would facilitate communication between Native<br />
organizations. <strong>the</strong> Recovery Team government agencies <strong>and</strong> researchers. <strong>and</strong> affected<br />
yiUag~a,. Effective local contacts are necessary for transmitting accurate information on<br />
recovery projects, soliciting suggestions, <strong>and</strong> gaining informed consent for <strong>the</strong> Memor<strong>and</strong>a <strong>of</strong><br />
Agreement. It is essential that local communities become fully informed about recovery<br />
projects that affect <strong>Spectacled</strong> <strong>Eider</strong>s or o<strong>the</strong>r important local resources. The <strong>Service</strong> <strong>and</strong><br />
Native organizations should designate a liaison who possesses expertise in inter-cultural<br />
communication, appropriate Native cultures, regional subsistence practices <strong>and</strong> management,<br />
<strong>and</strong> biology. Success <strong>of</strong> <strong>the</strong> Memor<strong>and</strong>a <strong>of</strong> Agreement will depend on facilitation by <strong>the</strong><br />
Native Liaison.<br />
