did Byzant<strong>in</strong>e Constant<strong>in</strong>ople impose a quarant<strong>in</strong>e measure on vessels com<strong>in</strong>g<br />
from <strong>the</strong> Black Sea as reported by Pero Tafur. When return<strong>in</strong>g by ship from<br />
Trabzon to Constant<strong>in</strong>ople, he was confronted with <strong>the</strong> quarant<strong>in</strong>e measures that<br />
<strong>the</strong> city had taken to protect itself from plague:<br />
...We returned to Trebizond, where, as I have said, <strong>the</strong> Emperor did his best<br />
to deta<strong>in</strong> me, but he could not succeed and we departed and came to<br />
Constant<strong>in</strong>ople. But orders hav<strong>in</strong>g been issued that no ships com<strong>in</strong>g from<br />
<strong>the</strong> Black Sea were to enter <strong>the</strong> harbour, ei<strong>the</strong>r at Constant<strong>in</strong>ople or Pera,<br />
because it was feared that <strong>the</strong>y would br<strong>in</strong>g <strong>the</strong> plague with <strong>the</strong>m, <strong>the</strong>y built<br />
a shelter two leagues from Constant<strong>in</strong>ople where <strong>the</strong> ships could discharge<br />
<strong>the</strong>ir cargo, and where <strong>the</strong>y had to rema<strong>in</strong> for sixty days unless <strong>the</strong>y were<br />
prepared to put to sea aga<strong>in</strong>. Certa<strong>in</strong>ly <strong>the</strong> foreign nations br<strong>in</strong>g much<br />
sickness with <strong>the</strong>m, and I myself saw <strong>in</strong> that lodg<strong>in</strong>g men dead of plague. 401<br />
Interest<strong>in</strong>gly, <strong>the</strong> quarant<strong>in</strong>e measure apparently was a jo<strong>in</strong>t enterprise between <strong>the</strong><br />
Genoese and <strong>the</strong> Byzant<strong>in</strong>e. In view of <strong>the</strong> Italian experience that <strong>the</strong> Genoese had<br />
with quarant<strong>in</strong>e, it seems that <strong>the</strong>y took <strong>the</strong> <strong>in</strong>itiative to implement it. It is probable<br />
that an outbreak of major proportions had triggered <strong>the</strong> authorities <strong>in</strong>to action.<br />
Indeed, several o<strong>the</strong>r sources <strong>in</strong>dicate that a terrible plague outbreak had taken<br />
place, not only <strong>in</strong> Constant<strong>in</strong>ople, but <strong>in</strong> <strong>the</strong> whole region dur<strong>in</strong>g <strong>the</strong> years<br />
1435/36. Oruç Bey records stoically that "Hicret<strong>in</strong> 838'<strong>in</strong>de 402 büyük vebâ<br />
oldu." 403 Where exactly <strong>the</strong> outbreak took place <strong>the</strong> chronicler did not <strong>in</strong>dicate.<br />
