those who fled." 252 . But probably people needed no encouragement from plague<br />

treatises to leave <strong>the</strong> horrors of a plague-stricken environment. The breakdown of<br />

daily life and <strong>the</strong> general atmosphere of suffer<strong>in</strong>g and despair should have been<br />

sufficient to make people wish for o<strong>the</strong>r surround<strong>in</strong>gs.Yet <strong>the</strong> flight of <strong>the</strong><br />

prom<strong>in</strong>ent members of society left <strong>the</strong> poor and ill especially vulnerable and ill-<br />

equipped to handle <strong>the</strong> situation. Therefore, s<strong>in</strong>ce <strong>the</strong> earliest outbreaks, certa<strong>in</strong><br />

cities forbade to leave <strong>the</strong> territory. Accord<strong>in</strong>g to Biraben 253 , <strong>the</strong> first to do so was<br />

Ud<strong>in</strong>e <strong>in</strong> 1382, followed by Florence <strong>the</strong> next year. In order to impose such an<br />

unpopular measure, taxes were taken from those who did not return immediately.<br />

Unsurpris<strong>in</strong>gly, more than half of those who fled preferred to pay.<br />

The response of <strong>the</strong> <strong>early</strong> Ottoman Turks is less easily deducible from <strong>the</strong><br />

sources consulted. In <strong>the</strong>ory, Islamic <strong>the</strong>ology frowned upon leav<strong>in</strong>g a place once<br />

it had become <strong>in</strong>fected. This rule, although disavantageous for <strong>the</strong> <strong>in</strong>dividual, was<br />

to <strong>the</strong> advantage of <strong>the</strong> larger community, for it protected aga<strong>in</strong>st <strong>the</strong> spread of <strong>the</strong><br />

disease to o<strong>the</strong>r areas. It would also prevent that <strong>the</strong> richer part of a society would<br />

leave <strong>the</strong> more vulnerable elements to cope with <strong>the</strong> consequences of <strong>the</strong> disease.<br />

As we discussed above, <strong>the</strong> European cities were enforc<strong>in</strong>g similar measures and<br />

comb<strong>in</strong><strong>in</strong>g a sentiment of Christian solidarity 254 with practical concerns.<br />

The Ottoman sources <strong>in</strong>dicate that some Ottoman Turks <strong>in</strong>deed did not<br />

leave. For <strong>the</strong> 1428/29 outbreak <strong>in</strong> Bursa, it is recorded that many notables died<br />
