Brita<strong>in</strong>’s bloated state faces strict rations<br />
If the Conservatives w<strong>in</strong> power, as is likely, their first step will be an emergency budget. A tough budget will<br />
be essential. In <strong>2010</strong> Brita<strong>in</strong> will run a deficit almost as high as the one <strong>in</strong> 2009, which was easily the biggest<br />
s<strong>in</strong>ce the second world war. Public debt will reach 82% of GDP, nearly double its share <strong>in</strong> 2007.<br />
<strong>The</strong> rise <strong>in</strong> debt is from a relatively low start<strong>in</strong>g-po<strong>in</strong>t, but the deterioration is so rapid that bond <strong>in</strong>vestors are<br />
uneasy. <strong>The</strong>y are expect<strong>in</strong>g a new government to deliver a credible programme to get the deficit under<br />
control. If they are disappo<strong>in</strong>ted, Brita<strong>in</strong> could lose its triple-a borrow<strong>in</strong>g status and face higher <strong>in</strong>terest costs,<br />
exacerbat<strong>in</strong>g the fiscal crisis.<br />
George Osborne, replac<strong>in</strong>g Alistair Darl<strong>in</strong>g as chancellor, will <strong>in</strong>herit an already unpalatable plan to re<strong>in</strong> <strong>in</strong> the<br />
deficit. As Brita<strong>in</strong>’s borrow<strong>in</strong>g surged <strong>in</strong> 2008 and 2009, Mr Darl<strong>in</strong>g set out a strategy for mend<strong>in</strong>g the public<br />
f<strong>in</strong>ances after the recession ends. That entails measures to cut borrow<strong>in</strong>g by over 3% of GDP by 2013. Higher<br />
taxes were to make up only a fifth of the reduction. <strong>The</strong> rest would come from lower spend<strong>in</strong>g, with<br />
<strong>in</strong>vestment <strong>in</strong> particular fac<strong>in</strong>g deep cuts.<br />
