Rebiya Kadeer, a little-known exiled activist for the cause of Ch<strong>in</strong>a’s Uighur m<strong>in</strong>ority, <strong>in</strong>to an <strong>in</strong>ternational<br />

celebrity able to draw crowds wherever she travelled.<br />

Third, Ch<strong>in</strong>a’s army needs to do more to conv<strong>in</strong>ce the world that its acquisition of all<br />

that fearsome capability displayed <strong>in</strong> Beij<strong>in</strong>g <strong>in</strong> October really is not meant to<br />

threaten or <strong>in</strong>timidate. That requires much greater openness, as well as refra<strong>in</strong><strong>in</strong>g<br />

from provocations <strong>in</strong> space or cyberspace or on the high seas.<br />

F<strong>in</strong>ally, Ch<strong>in</strong>a seems also to have realised that help<strong>in</strong>g to tackle climate change is <strong>in</strong><br />

its <strong>in</strong>terests. Heavily populated and short of water, northern Ch<strong>in</strong>a is <strong>in</strong> the front-l<strong>in</strong>e.<br />

Yet Ch<strong>in</strong>a still seems reluctant to submit itself to global rules.<br />

It wants it both ways: to be accepted as a global leader—one half, with America, of the “G2”—and to be<br />

spared the costs that such a role entails. It’s time, <strong>in</strong>deed, for a new start.<br />
