BEGINNING OF THE HISTORY OF QUBILAI QA'AN<br />

He divided the countries <strong>of</strong> Nangiyas amongst the princes and set<br />

a regular army upon each <strong>of</strong> the frontiers. <strong>The</strong> Emir Bolad Chingsang,101<br />

who is fully informed on the conditions <strong>of</strong> those countries, states that<br />

although it is the custom <strong>of</strong> the Nangiyas to include in the census only<br />

persons <strong>of</strong> standing, who are the leaders <strong>of</strong> that people and possessed<br />

<strong>of</strong> a following, the number <strong>of</strong> people in the census there is 99 tumens.<br />

And no country is vaster than this, for it is written in books that the<br />

beginning <strong>of</strong> the five climes is from that country. Nevertheless the<br />

buildings in that country all adjoin one another. Those Mongol and<br />

Jauqut troops settled there and never left the country: every commander<br />

<strong>of</strong> a ttimen is stationed with a force <strong>of</strong> men in a specified area,<br />

the governorship <strong>of</strong> which has been entrusted to him. And when the<br />

taxes <strong>of</strong> that country are exacted, the Qa'an's yarligh is sent to that<br />

commander, and in accordance with the command he arranges [the<br />

collection <strong>of</strong> the tax] from all the towns belonging to that area and<br />

sends it [to the Qa'an] ; and none <strong>of</strong> them has any connection with any<br />

other employment. As for those prisoners, they have all become important<br />

emirs and have provided themselves with summer and winter residences.<br />

And God knows best what is right, and it is to Him that we return.<br />

<strong>The</strong> events <strong>of</strong> Qubilai Qa'an's life from his birth until the time when<br />

he ascended the throne <strong>of</strong> sovereignty and completely subjugated the<br />

countries <strong>of</strong> Khitai and Machin have been related in detail. We shall<br />

now record some other stories relating to his Empire, to the regulations<br />

which he introduced, and to the armies which he assigned to every<br />

area and frontier in those countries, if Almighty God so wills, the One<br />

and Only.<br />
