Firstly, I acknowledge <strong>the</strong> commitment, wisdom, and guidance provided to me<br />

by my primary supervisor, Pr<strong>of</strong>essor Marilyn Waring. Her huge knowledge <strong>of</strong><br />

public policy was exceeded only by her kindness, humor and at times ferocious<br />

challenge. These were <strong>the</strong> waypoints <strong>of</strong> this <strong>the</strong>sis. But most <strong>of</strong> all, Marilyn<br />

knew <strong>the</strong>re was a <strong>the</strong>sis to be found in my ideas. I am grateful for her showing<br />

me how to find it, write it, polish it and defend it.<br />

Similarly, my second supervisor, Associate Pr<strong>of</strong>essor John F. Smith added<br />

greatly to <strong>the</strong> development <strong>of</strong> ideas which populate this <strong>the</strong>sis. John gave<br />

excellent advice about <strong>the</strong> public health world and merged it with his knowledge<br />

<strong>of</strong> <strong>the</strong> <strong>the</strong>sis writing process. This has been greatly appreciated.<br />

I also wish to acknowledge my fa<strong>the</strong>r Jim Coyle for <strong>the</strong> very many hours <strong>of</strong><br />

reading <strong>the</strong> early drafts and suggesting edits which improved my writing no end.<br />

His kind, approving and encouraging delivery <strong>of</strong> <strong>the</strong> messages <strong>of</strong> correction<br />

were a terrific help to me. Also I am grateful to my mo<strong>the</strong>r Rosalie Coyle for her<br />

active and courageous academic endeavors which have been an example to<br />

me and our family.<br />

I thankfully recognise <strong>the</strong> generosity <strong>of</strong> Lenovo Ltd in providing me with an<br />

Auckland University <strong>of</strong> Technology Laptop Computer Scholarship on which to<br />

write this <strong>the</strong>sis. It has proved a reliable and friendly piece <strong>of</strong> equipment.<br />

One person who has given me assistance in testing ideas about <strong>the</strong> law and<br />

government systems and to whom I owe a debt <strong>of</strong> gratitude is David Caygill. His<br />

quiet common sense has always been generously shared through phone calls,<br />

occasional meetings and emails. He impressed on me <strong>the</strong> need to get to know<br />

<strong>the</strong> principles <strong>of</strong> justice; <strong>the</strong>ir strengths and weaknesses, <strong>the</strong> difference between<br />

<strong>the</strong>m and that which <strong>the</strong>y hold in common.<br />

I also acknowledge Andrew and Lyn Lavery at Academic Consulting Ltd for <strong>the</strong><br />

training and support <strong>the</strong>y gave me on <strong>the</strong> use <strong>of</strong> NVivo 8 data management<br />
