Acknowledgements
Firstly, I acknowledge the commitment, wisdom, and guidance provided to me
by my primary supervisor, Professor Marilyn Waring. Her huge knowledge of
public policy was exceeded only by her kindness, humor and at times ferocious
challenge. These were the waypoints of this thesis. But most of all, Marilyn
knew there was a thesis to be found in my ideas. I am grateful for her showing
me how to find it, write it, polish it and defend it.
Similarly, my second supervisor, Associate Professor John F. Smith added
greatly to the development of ideas which populate this thesis. John gave
excellent advice about the public health world and merged it with his knowledge
of the thesis writing process. This has been greatly appreciated.
I also wish to acknowledge my father Jim Coyle for the very many hours of
reading the early drafts and suggesting edits which improved my writing no end.
His kind, approving and encouraging delivery of the messages of correction
were a terrific help to me. Also I am grateful to my mother Rosalie Coyle for her
active and courageous academic endeavors which have been an example to
me and our family.
I thankfully recognise the generosity of Lenovo Ltd in providing me with an
Auckland University of Technology Laptop Computer Scholarship on which to
write this thesis. It has proved a reliable and friendly piece of equipment.
One person who has given me assistance in testing ideas about the law and
government systems and to whom I owe a debt of gratitude is David Caygill. His
quiet common sense has always been generously shared through phone calls,
occasional meetings and emails. He impressed on me the need to get to know
the principles of justice; their strengths and weaknesses, the difference between
them and that which they hold in common.
I also acknowledge Andrew and Lyn Lavery at Academic Consulting Ltd for the
training and support they gave me on the use of NVivo 8 data management
