Osmania University was established in 1918 with Urdu as the medium <strong>of</strong><br />

instruction in all its colleges (Pr<strong>of</strong>essional and Non-Pr<strong>of</strong>essional) until 1948 and<br />

all its colleges were located in the Hyderabad city. There was only one<br />

intermediate college outside <strong>of</strong> Hyderabad which existed at Warangal town and<br />

which also had Urdu as the medium <strong>of</strong> instruction.<br />

3.5.04 Given the disparity in institutions <strong>of</strong> higher education in the two<br />

regions at the time <strong>of</strong> merger, therefore, it was feared that the people <strong>of</strong> Andhra,<br />

with their higher educational standards would have an unfair advantage in filling<br />

government and educational jobs. 5 Against this background, the Gentlemen‟s<br />

Agreement provided for the following safeguards relating to education (and<br />

employment):<br />

Existing educational facilities were to be reserved for students from the<br />

Telangana region and every effort was to be made to improve educational<br />

facilities in the region<br />

Recruitment to the civil service and other areas <strong>of</strong> government<br />

employment such as education and medicine was to be proportional<br />

The use <strong>of</strong> Urdu was to continue in the administration and the judiciary for<br />

five years<br />

As detailed in the first chapter <strong>of</strong> this report, dissatisfaction <strong>of</strong> Telanganites with<br />

the way the safeguards under Gentlemen‟s Agreement were implemented led to<br />

the agitation for Mulki rules in 1969 and subsequent developments to Jai Andhra<br />

Movement in 1973, giving rise to various agreements and formulae over time.<br />

Here the safeguards relating to education under different agreements/formulae<br />

are recapitulated:<br />

Vishalandhra also seems to be the apprehension felt by the educationally backward people <strong>of</strong> Telangana that they may be<br />

swamped and exploited by the more advanced people <strong>of</strong> coastal area. In the Telangana districts outside the city <strong>of</strong><br />

Hyderabad, education is woefully backward. The result is that a lower qualification than in Andhra is accepted for public<br />

services, The real fear <strong>of</strong> the people <strong>of</strong> Telangana is that if they join Andhra, they will be unequally placed in relation to<br />

the people <strong>of</strong> Andhra.” (Para 378, p105)<br />
