As is clear, the average per capita in the two calculations is very different. It<br />

appears that the calculation made by the political groups mentioned above is<br />

based on a larger number <strong>of</strong> students perhaps including students in affiliated<br />

colleges etc. The Committee felt that it is not correct to compare block grants to<br />

universities in this manner since there are many categories <strong>of</strong> students in a<br />

university - residential, day scholars, PG students and a large number <strong>of</strong><br />

undergraduate students in constituent and affiliated colleges, and dividing the<br />

total grants by the total number <strong>of</strong> students to calculate per capita grant implies<br />

treating all <strong>of</strong> them as the same. Therefore, the per capita annual grant or<br />

expenditure per student was calculated separately for students in six regional<br />

universities (including constituent colleges), students in government colleges and<br />

students in polytechnics in the three regions and is presented in the figures 3.13,<br />

3.14 and 3.15.<br />
