(f) The Hyderabad Metro Rail project acquired infamy in the wake <strong>of</strong><br />

the Satyam scam, since it was being implemented by Maytas, an affiliate<br />

<strong>of</strong> the Satyam group. Recently, in the midst <strong>of</strong> the current uncertainty,<br />

Larsen & Toubro, a leading national infrastructure firm acquired the rights<br />

to the PPP concession through a competitive bid process. The first phase<br />

envisages a route length <strong>of</strong> 72 km covering three high density traffic<br />

corridors <strong>of</strong> Hyderabad.<br />

6.13.02 In the above projects, one can discern two complementary<br />

approaches. First, the airport is being used to leverage the overall development<br />

pattern around the city. Second, in addition to developing the environs, there<br />

have also been significant investments in inner city transport. Such an approach<br />

provides Hyderabad with room to grow, an aspect that is not so clearly evident in<br />

other metropolitan cities like Mumbai, Bangalore, Chennai and the NCR.<br />

6.13.03 In addition to these investments, Hyderabad has a relatively well-<br />

functioning public sector delivery mechanism for water and electricity. Both <strong>of</strong><br />

these are through parastatals, viz. the Hyderabad Water Supply and Sewerage<br />

Board, chaired by the Chief Minister himself and the AP Central Power<br />

Distribution Company Ltd., which has acquired a reputation for efficiency.<br />

6.14 Hyderabad: Inter-Linkages<br />

6.14.01 Questions about city-level inter-linkages are difficult to address<br />

empirically since systems to capture data at city level are poorly developed. As<br />

such, the following approach has been used to understand the inter-linkages.<br />

First, migration patterns and transportation links have been used to assess inter-<br />

connections. Second, a broad examination <strong>of</strong> the individual city economies was<br />

undertaken by looking at the nature <strong>of</strong> major economic activities located in each<br />
