it in different parts <strong>of</strong> the state has to be seen in the context <strong>of</strong> the present<br />

movement which was triggered <strong>of</strong>f after the fast-unto-death <strong>of</strong> Mr.<br />

Chandrashekhar Rao (29 th November 2009). The declaration by the <strong>Home</strong><br />

Minister on 9 th December 2010 that the Centre would initiate the process <strong>of</strong> the<br />

formation <strong>of</strong> the separate state <strong>of</strong> Telangana set <strong>of</strong>f a series <strong>of</strong> events which led<br />

to an emotionally charged atmosphere in the state. The Andhra and<br />

Rayalaseema regions protested against the proposed bifurcation <strong>of</strong> the state, as<br />

a result <strong>of</strong> which the <strong>Home</strong> <strong>Ministry</strong> set up the <strong>CCSAP</strong> to look into the demands<br />

for separate Telangana and united Andhra Pradesh.<br />

7.2.04 The events preceding the setting up <strong>of</strong> the Committee and since<br />

have given rise to large scale political mobilization by TRS, the main political<br />

party spearheading the demand for a separate Telangana state, and by some<br />

other smaller groups. In response, there has been a counter mobilization in the<br />

Andhra and Rayalaseema regions. The mobilization has been pervasive in the<br />

Telangana region and among students <strong>of</strong> Osmania University in Hyderabad and<br />

Kakatiya University in Warangal district.<br />

7.2.05 During this period, numerous Joint Action Committees (JACs) have<br />

been formed, the most prominent among them being the one at Osmania<br />

University led by Pr<strong>of</strong>. Kodandaram. Initially, all political parties were members <strong>of</strong><br />

this JAC but subsequently most parties including the TRS left the fold. However,<br />

JACs have spread to the district, mandal and village level in Telangana resulting<br />

in a groundswell <strong>of</strong> demand for a separate state. The main grievances <strong>of</strong><br />

Telangana people that the political organisers are capitalising upon are water,<br />

education and jobs. These demands represent the aspirations <strong>of</strong> three main<br />

constituencies most heavily invested in the demand for a separate state –<br />

farmers needing irrigation water in rain-fed areas; students demanding greater<br />

access to quality education to enable them to compete for jobs, and government<br />

employees seeking promotions and a fair share <strong>of</strong> representation in<br />

administration.<br />
