and an appropriate resolution would be moved in the State Assembly (meaning<br />

perhaps thereby that moving such a resolution in the State Assembly was<br />

appeared to be difficult at this point <strong>of</strong> time). The <strong>Home</strong> Minister, therefore, in<br />

this statement emphasized the need for wide ranging consultations with all<br />

political parties and groups and promised to take steps to involve all concerned<br />

in the process. Although, this statement led to ending <strong>of</strong> agitations in coastal<br />

Andhra and Rayalaseema regions, agitations restarted in Telangana region due<br />

to the perceived change in the stand <strong>of</strong> the Government <strong>of</strong> India. At this point,<br />

reportedly sixty three MLAs belonging to Telangana region (Congress – thirteen;<br />

TDP – thirty seven; TRS – ten; BJP –one; PRP –two) submitted their resignation.<br />

On December 30, 2009, a bandh was called by the Telangana Joint Action<br />

Committee (TJAC) paralysing the entire region.<br />

1.5.05 During the period starting from November 29, 2009 till the end <strong>of</strong><br />

April 2010 the state witnessed agitations <strong>of</strong> varying kinds, the most intense being<br />

from late November 2009 upto January 2010. Initially, these agitations were in<br />

Telangana region, then after the December 9, 2009 announcement, in coastal<br />

Andhra and Rayalaseema regions, and again back to Telangana region, post-<br />

December 23, 2009 statement. The law and order machinery <strong>of</strong> the state took<br />

appropriate action to bring the situation under control. A large number <strong>of</strong> cases<br />

both under preventive and substantive sections <strong>of</strong> law were registered and the<br />

needed arrests carried out. Since the agitations in Telangana region were for a<br />

much longer time compared to coastal Andhra and Rayalaseema regions, the<br />

number <strong>of</strong> cases registered against agitators from Telangana was also much<br />

higher. In all, over 1600 cases were registered involving more than 8000<br />

agitators. The cases were classified in two categories, i.e., simple cases such as<br />

Rasta Roko, Rail Roko, making provocative statements, instigating violence,<br />

violation <strong>of</strong> prohibitory orders, insulting national leaders by garlanding their<br />

statues with objectionable material and attempt to suicide etc. and serious cases<br />

involving damage and burning <strong>of</strong> private properties, government properties and<br />

assault on public servants. The state government has recently withdrawn all<br />

simple cases totalling to 565 pertaining to the first category in the interest <strong>of</strong> the<br />
