5.31 Further action taken on the Supreme Court Order<br />

5.31.01 Post dismissal <strong>of</strong> the review petition, the Andhra Pradesh Legislative<br />

Assembly passed a resolution on March 18, 2010, to request the <strong>Ministry</strong> <strong>of</strong><br />

<strong>Home</strong> <strong>Affairs</strong>, Government <strong>of</strong> India, to obtain the approval <strong>of</strong> the President <strong>of</strong><br />

India to delete clause (f) <strong>of</strong> Para 14 <strong>of</strong> the Andhra Pradesh Public Employment<br />

(Organization <strong>of</strong> Local Cadres and Regulation <strong>of</strong> Direct Recruitment) order,<br />

1975 37 . The Chief Secretary, Government <strong>of</strong> Andhra Pradesh, vide his D.O. No.<br />

40927/MC-I/2009-2, dated 22.03.2010, has written to the <strong>Ministry</strong> <strong>of</strong> <strong>Home</strong><br />

<strong>Affairs</strong>, Government <strong>of</strong> India, to omit the provision under clause (f) <strong>of</strong> Paragraph<br />

14 <strong>of</strong> the Presidential Order. The Chief Secretary has mentioned in this letter that<br />

this is necessary to remove the misconception that Hyderabad is a free zone for<br />

recruitment to the posts in civil services. Thus, the issue <strong>of</strong> deleting or continuing<br />

with the exemption contained in Para 14(f), in particular, is currently before the<br />

Government <strong>of</strong> India.<br />

5.31.02 As stated earlier, the Committee took note <strong>of</strong> the progress made<br />

during the last four years and the earnest steps taken to implement the<br />

recommendations <strong>of</strong> the One Man Commission. The Government, after<br />

identifying 18,856 employees for repatriation, has already repatriated 14,784<br />

employees. Not only is this good performance but also, all efforts appear to have<br />

been made to implement the Presidential Order.<br />

5.31.03 Since the formation <strong>of</strong> the <strong>CCSAP</strong>, there have been three agitations<br />

relating to public employment. In September 2010, the Telangana activists and<br />

the Osmania University Joint Action Committee took up an agitation for<br />

postponing the Andhra Pradesh Public Service Commission Screening Test for<br />

Group – I posts until 42% <strong>of</strong> the jobs are reserved for those from Telangana. A<br />

report in this regard was obtained from the state Government and it has been<br />

informed as under:<br />
