fifth largest centre after Bangalore, Mumbai, the National Capital Region, and<br />

Chennai, and much ahead <strong>of</strong> locations such as Pune and Kolkata. There have<br />

been a number <strong>of</strong> interventions since that have improved Hyderabad‟s<br />

infrastructure and increased its capacity to absorb such investments. This is<br />

discussed later in this chapter.<br />

6.11.03 However, this would not have been possible without some natural<br />

advantages <strong>of</strong> Hyderabad. First, it has over the years, been a centre for higher<br />

education. Second, because <strong>of</strong> its cosmopolitan nature, it has been able to attract<br />

trained and talented personnel from within the state as well as outside the state.<br />

The diversity <strong>of</strong> its population and the use <strong>of</strong> Hindi as a language for interaction<br />

are to its advantage. Third, the agglomeration feeds on itself and the very<br />

concentration <strong>of</strong> quality human resources and active labour market in IT and<br />

ITES personnel now attract both firms and employers to the city. The employers<br />

come because the people and infrastructure are here and the people come<br />

because the employers are here.<br />

6.11.04 While there are local investors in IT and ITES sector (with the<br />

infamous Satyam being a leading but not typical example), the composition <strong>of</strong><br />

the firms established in the city is largely national and international in character,<br />

with over a hundred distinct firms. As such, this industry is connected more to<br />

the national (through investment) and global economy (through the market) than<br />

it is to the regional economy.<br />

6.12 Real Estate<br />

6.12.01 The real estate sector in Hyderabad is intricately linked to the IT<br />

and ITES sector and its character within the city have been shaped by<br />

investments by the sector. Since facilities are an integral part <strong>of</strong> productivity in<br />

the IT and ITES sectors, the investment by IT majors also saw the arrival <strong>of</strong> real<br />
