3.7.03 In case <strong>of</strong> new regional universities also the grants are alleged to<br />

be discriminatory. As per TRS document block grants released between 2006-<br />

2009 to Telangana University in Nizamabad and Mahatma Gandhi University in<br />

Nalgonda respectively were 29.5 crores and 30.5 crores while that released to<br />

Yogi Vemana University in Kadapa for the same period was 300 crores. Based on<br />

the information received from the State Government and field visit to Yogi<br />

Vemanna University, it is concluded that though Yogi Vemana University has<br />

been given more grants than the other two universities cited, the figure <strong>of</strong> 300<br />

crores mentioned is substantially exaggerated.<br />

Allocation <strong>of</strong> funds to private aided colleges<br />

3.7.04 Many groups argued before the Committee that the government<br />

has discriminated against the region by providing a huge chunk <strong>of</strong> aid to private<br />

colleges (Junior as well as Degree) in coastal Andhra and Rayalaseema with very<br />

little to the private colleges in Telangana. A clarification was sought by the<br />

Committee about the basis for deciding grants to private colleges. The response<br />

from the Higher Education Department, Government <strong>of</strong> Andhra Pradesh is given<br />

in Appendix 3.16. It confirms that the aid to the private colleges in Telangana is<br />

much less than that in coastal Andhra and Rayalaseema but clarifies that it is a<br />

result <strong>of</strong> historical factors and that there is no intentional discrimination against<br />

any particular region. It also brings out that an attempt is being made to restore<br />

equity by having more government colleges in the Telangana region. However,<br />

the data received from the State Government shows (Appendix 3.16) that the<br />

combined amount released to government and aided colleges together is Rs. 93<br />

crores in Telangana while it is 224 crores in coastal Andhra (with college going<br />

population similar to that in Telangana) and 91 crores in Rayalaseema (with<br />

population share being less than half that in Telangana). There is a strong case<br />

therefore to allocate more funds to Telangana colleges. As the scheme <strong>of</strong><br />

granting aid to private colleges is being phased out and no new colleges are<br />

admitted for grants since 1985, this may be done by granting more funds to and<br />

opening more government colleges in the underserved districts <strong>of</strong> the region.<br />
