8. Notified list <strong>of</strong> major development projects, special <strong>of</strong>fices or<br />

establishments, state level <strong>of</strong>fices or institutions, categories <strong>of</strong> posts for<br />

which separate cadres had to be organized for the city <strong>of</strong> Hyderabad and<br />

posts which would not be practicable or expedient to organize into local<br />

cadres.<br />

5.26 The One Man (J.M. Girglani) Commission<br />

5.26.01 Although the state Government issued the G.O. Ms. No. 610, it<br />

continued to receive representations regarding lapses in the implementation <strong>of</strong><br />

the Six-Point Formula in so far as it related to public employment. The<br />

Government discussed the issue in an All Party Meeting on June 15, 2001, and<br />

decided to appoint a One Man Commission (Six Point Formula) under Sri J. M.<br />

Girglani, I.A.S. (Retd.) on June 25, 2001 22 (the “Commission”). The Government<br />

<strong>of</strong> Andhra Pradesh requested the Commission to submit its preliminary report<br />

with respect to the implementation <strong>of</strong> G.O. Ms. No. 610 within a period <strong>of</strong> ninety<br />

(90) days. The G.O. Ms. No. 270, dated June 25, 2001, contained the terms <strong>of</strong><br />

reference <strong>of</strong> this Commission whose tenure was fixed as one year. The terms <strong>of</strong><br />

reference stated as follows:<br />
