would raise. 15 Some pr<strong>of</strong>essionals connected with state administration and TRC<br />

held the view that (i) During the years it was in existence, it was exercising<br />

effective and meaningful control over public expenditure, in respect <strong>of</strong> items that<br />

fell within its purview by virtue <strong>of</strong> the statutory provisions (ii) The issues raised<br />

by the Committee may have had a political background, but the Regional<br />

Committee was pr<strong>of</strong>essional in its analysis and presentation. Some other political<br />

scientists and academics who were conversant with the working <strong>of</strong> the TRC and<br />

<strong>of</strong> the time opined differently. Shri K.V.N.Rao, in his book “State Government<br />

and Politics – Andhra Pradesh”, mentioned that “the Regional Committee during<br />

the decade 1955-68 was quite active in its deliberation and assertive in getting<br />

safeguards relating to the schedules implemented. The fact that the Congress<br />

ruled the State and had a majority in the Regional Committee did not make the<br />

<strong>of</strong>fice bearers <strong>of</strong> the Regional Committee and its sub-Committees to play a<br />

passive role. In the discussions <strong>of</strong> the Regional Committee, party differences<br />

never mattered and all <strong>of</strong> them were unanimous in presenting the demands <strong>of</strong><br />

Telengana or pointing out the lapses <strong>of</strong> the Government.”<br />

A. Narsimha Reddy 16 , in his article “Congress Parties and Politics”, opined<br />

“The Regional Committee consisting <strong>of</strong> Telengana MLA‟s nourished grievances<br />

against the administration only after his assuming the chairmanship. Until 1968<br />

the Regional Committee was inactive and later it emerged as an important force.<br />

It provided all the material pertaining to the imbalance in development,<br />

employment and educational opportunities in Telengana region. It created a hue<br />

and cry in regard to Telengana surpluses. And above all, it lent the legitimacy to<br />

the Telengana agitation in the form <strong>of</strong> regional imbalances.”<br />

K. R. Acharya 17 , in his article on “Telengana and Andhra agitation”<br />

mentioned that: “It was<br />

generally held that the Telengana Regional Committee was not vigilant enough to<br />

protect the interests <strong>of</strong> the region. It was further alleged that neglect <strong>of</strong> the<br />

region was due to the attitude <strong>of</strong> its chairman, who raised the bogey <strong>of</strong><br />
