• Clarification issued that the Presidential Order nowhere defines any “free<br />

zone”. It further clarified that the Presidential Order specifies the city <strong>of</strong><br />

Hyderabad as one unit comprising areas as mentioned in the First Schedule<br />

there<strong>of</strong>. 26<br />

• Status <strong>of</strong> a post as on 1975 to continue even after gazetting <strong>of</strong> that post. 27<br />

• Constitution <strong>of</strong> a “Group <strong>of</strong> Ministers” to oversee the implementation <strong>of</strong> the<br />

G.O. Ms. No. 610 based on the recommendation <strong>of</strong> the One Man<br />

Commission (SPF). 28<br />

• Constitution <strong>of</strong> an “Implementation and Monitoring Authority” to oversee<br />

the implementation <strong>of</strong> the G.O. Ms. No. 610 29 .<br />

• Repatriation <strong>of</strong> non-locals appointed in contravention <strong>of</strong> the Presidential<br />

Order to their respective local cadres to which they would have originally<br />

belonged 30 .<br />

• Maintenance <strong>of</strong> 70% reservation in direct recruitment <strong>of</strong> locals in respect <strong>of</strong><br />

posts gazetted after 1975 to protect the interests <strong>of</strong> the locals 31 .<br />

• Appointments under compassionate grounds in a cadre to which they are<br />

not local to be given an opportunity to opt for transfer to their local cadre 32 .<br />

Such inter-local cadre transfers to be done in public interest.<br />

• Provisions <strong>of</strong> the Presidential Order to cover all appointments made through<br />

outsourcing 33 .<br />

• Provisions <strong>of</strong> the Presidential Order to apply to Public Sector Undertakings 34 .<br />
