Pre-Application Consultation Report 5 SUMMARY 5.1 INTRODUCTION This section provides a summary of the key comments, concerns and issues raised during PAC and demonstrates what alterations, if any, have been made to the proposals as a result of consultation. 5.2 SUMMARY The information and comments provided by consultees throughout the PAC process and by those consulted as part of EIA have been noted and have helped inform the developing design of the proposals and the assessment in the EIA. Considerable effort has been made to continue to inform people who responded to the consultation about the progress of the project. In all cases consultee responses, whether verbal at the exhibition or via email/ letter from the web site or leaflet, have received a first response to their comments or their requests for more information. It is intended that we shall inform all consultees of the timing of our planning application, when it is made. All consultees have been informed, often both verbally and in writing, that responses to this consultation process are not objections to the proposal, and that any objections should be submitted to ERC after the planning application has been submitted. One to one meetings have been held with Bonnyton (on 10.11.09) and Eastwood Golf Clubs (on 23.02.10) and with some local residents (in December 2009). These meetings presented a changed layout from the design presented at the exhibition. At the time of completing the PAC report the applicant continues to engage with Eaglesham Community Council and both Bonnyton and Eastwood Golf Clubs, also informing local residents and the community about progress in the timing of the planning application. Some feedback from the public exhibition and in emails etc indicated some concern about the windfarm and in particular because of the already large scale development at Whitelee Windfarm. No significant material factors have been identified in the EIA process which would suggest that this is not a suitable site for development and some advantages are recognised in being in proximity to Whitelee Windfarm and in the location of the proposals in the Central Belt close to where the demands for electricity are greatest in Scotland. The windfarm would deliver a contribution to Government renewable energy targets in a suitable location and thus the proposals have been taken forward. Key alterations which were made to the proposed development as a result of consultation include: changes to the proposed site boundary so that it is located outwith any area zoned as Greenbelt in the Local Plan; input to the siting of access tracks; Natural Capital Ltd 55 Falck Renewables
