3. After consultation with independent experts and several ticketing equipment and<br />
Clearing Center Operator service providers, PT <strong>TransJakarta</strong> should set a detailed<br />
technical specification <strong>for</strong> the type of ticketing system equipment it wants, and<br />
assess what of the old system is usable. Based on this assessment, PT<br />
<strong>TransJakarta</strong> should then develop the terms of reference and supervise the<br />
competitive tender <strong>for</strong> a single Control Center Operator and equipment provider.<br />
They should reissue a competitive tender <strong>for</strong> the ticketing system operator.<br />
4. The winning tender <strong>for</strong> the Control Center Operator and equipment provider<br />
should be selected by PT <strong>TransJakarta</strong> with oversight from an independent<br />
technical committee which could be the Public Transit Advisory Council chaired<br />
by Prof. Sutanto from the University of Indonesia’s Center <strong>for</strong> Transportation<br />
Studies.<br />
5. When the winning tenders are selected, the contracts must be drawn up in such a<br />
way that financial responsibility <strong>for</strong> an equipment failure is clearly delineated, and<br />
penalties <strong>for</strong> slow repairs incorporated into the contracts in a manner that clearly<br />
allocates financial risk with responsibility <strong>for</strong> the problem.<br />
6. The contract with the equipment provider and the Control Center operator should<br />
include the following provisions:<br />
? They should be required to have sufficient POS terminals and turnstiles to<br />
avoid cueing at stations.<br />
? The POS terminals and all systems should have voltage stabilizers and<br />
back-up power systems so that they do not fail in the case of power<br />
outages.<br />
