4.1.6 These statistics reflect the fact that the Borough is relatively deprived when compared to the other districts in the County. It is ranked 91 st out of 366 districts in England (with 1 being the most deprived), and current unemployment levels are the highest in North Yorkshire at 2.2%, (although this is lower than both the regional and national rate 9 ). Located in Castle, North Bay, Eastfield and Woodlands wards are neighbourhoods that rank amongst the 10% most deprived in the country, with 0.21% 10 of the Borough’s population living in such areas. However, it has been shown that whilst there are some acute pockets of social and economic deprivation concentrated mainly in Scarborough Town, other areas of the Borough are comparatively more prosperous. 4.1.7 The fact that two thirds of the Borough’s population is concentrated in the three main towns and the remainder dispersed over a wide rural area raises certain issues regarding the most effective methods by which to involve and consult with local people. Parish Councils are an essential point of contact through which to liase with communities across the Borough, as they cover the whole of the administrative area (with the exception of Scarborough Town). There is also an extensive network of voluntary associations and other interest groups throughout the Borough. 4.1.8 Similarly as in the rest of North Yorkshire, there is very limited ethnic diversity in Scarborough Borough, with only 1% 11 of the population being of black or minority ethnic origin. Therefore there is a recognised challenge in identifying established groups to represent the interests of ethnic minority groups in community involvement and consultation exercises. 4.1.9 Other groups of people who are often inadvertently disengaged from the consultation process include the socially and economically disadvantaged, young people, lone parents, those with a disability, the elderly and the travelling community. Scarborough Borough Council: Draft Statement of Community Involvement Page 12 5.0 The Local Development Framework and Community Involvement 5.1 Introduction 5.1.1 The Borough Local Plan will be replaced under the new system of Local Development Frameworks. The LDF will be broken down into manageable and flexible component documents, including: • Development Plan Documents; • Supplementary Planning Documents; • Area Action Plans; • An Annual Monitoring Report; • The Local Development Scheme; and • The Statement of Community Involvement. The following section explains when the community can become involved in the production of LDFs, how the Council will assist the community in becoming involved and what the involvement of the community will mean to the process (ie. Public ownership and plans/policies which are responsive to the needs of the community). 5.2 Minimum Requirements for Consultation 5.2.1 The Town and Country Planning (Local Development) (England) Regulations 2004 sets out minimum requirements for community involvement. The Council will, wherever possible and subject to resources, exceed these requirements to ensure effective and meaningful community participation in the plan preparation process. Appendix 1 sets out these requirements and Appendix 2a,b and c shows, diagrammatically how the Regulations apply through the stages of production of Local Development Documents, Supplementary Planning Documents and the Statement of Community Involvement itself. 5.3 Consultation on Local Development Documents 5.3.1 The Council will consult as widely as possible to ensure that the Local Development Framework is representative of the community. This section sets out the plans you can expect to be consulted upon, how and when you can become involved and what will happen to any comments made. 5.3.2 Development Plan Documents, are submitted to the Secretary of State for independent examination. At this time the Council must confirm how the community has been engaged in the process of producing the DPD, which should be in line with the requirements of this document (SCI) when adopted. This is called the ‘Statement of Compliance’. 5.4 What sort of plans might I be consulted upon? 5.4.1 The Forward Planning section undertake the production of all of the documents associated with the production of the Local Development Framework.
