5.0 The Local Development Framework and Community<br />

Involvement<br />

5.1 Introduction<br />

5.1.1 The Borough Local Plan will be replaced under the new system <strong>of</strong> Local<br />

Development Frameworks. The LDF will be broken down into manageable and<br />

flexible component documents, including:<br />

• Development Plan Documents;<br />

• Supplementary Planning Documents;<br />

• Area Action Plans;<br />

• An Annual Monitoring Report;<br />

• The Local Development Scheme; and<br />

• The <strong>Statement</strong> <strong>of</strong> Community Involvement.<br />

The following section explains when the community can become involved in the<br />

production <strong>of</strong> LDFs, how the Council will assist the community in becoming involved<br />

and what the involvement <strong>of</strong> the community will mean to the process (ie. Public<br />

ownership and plans/policies which are responsive to the needs <strong>of</strong> the community).<br />

5.2 Minimum Requirements for <strong>Consultation</strong><br />

5.2.1 The Town and Country Planning (Local Development) (England) <strong>Regulation</strong>s 2004<br />

sets out minimum requirements for community involvement. The Council will,<br />

wherever possible and subject to resources, exceed these requirements to ensure<br />

effective and meaningful community participation in the plan preparation process.<br />

Appendix 1 sets out these requirements and Appendix 2a,b and c shows,<br />

diagrammatically how the <strong>Regulation</strong>s apply through the stages <strong>of</strong> production <strong>of</strong><br />

Local Development Documents, Supplementary Planning Documents and the<br />

<strong>Statement</strong> <strong>of</strong> Community Involvement itself.<br />

5.3 <strong>Consultation</strong> on Local Development Documents<br />

5.3.1 The Council will consult as widely as possible to ensure that the Local Development<br />

Framework is representative <strong>of</strong> the community. This section sets out the plans you can<br />

expect to be consulted upon, how and when you can become involved and what will<br />

happen to any comments made.<br />

5.3.2 Development Plan Documents, are submitted to the Secretary <strong>of</strong> State for independent<br />

examination. At this time the Council must confirm how the community has been<br />

engaged in the process <strong>of</strong> producing the DPD, which should be in line with the<br />

requirements <strong>of</strong> this document (<strong>SCI</strong>) when adopted. This is called the ‘<strong>Statement</strong> <strong>of</strong><br />

Compliance’.<br />

5.4 What sort <strong>of</strong> plans might I be consulted upon?<br />

5.4.1 The Forward Planning section undertake the production <strong>of</strong> all <strong>of</strong> the documents<br />

associated with the production <strong>of</strong> the Local Development Framework. It is important<br />
