3.2 Response to Initial <strong>Consultation</strong><br />

3.2.1 In general, responses were positive and the principles <strong>of</strong> community engagement<br />

highlighted within the pre-draft <strong>SCI</strong> were welcomed. The comments received have<br />

not resulted in significant alterations to the scope <strong>of</strong> the <strong>SCI</strong>, however, comments<br />

have been noted and amendments made where necessary. The responses have<br />

assisted in the preparation <strong>of</strong> the draft <strong>SCI</strong> which is appended to this report (Appendix<br />

2).<br />

Simplicity and access/availability <strong>of</strong> the document;<br />

Pre-application consultation requirements; and<br />

Public speaking.<br />

Inclusion <strong>of</strong> a Community Pr<strong>of</strong>ile<br />

3.2.3 A major omission from the <strong>SCI</strong> was a section providing information on the Borough,<br />

in terms <strong>of</strong> population breakdown, economic information and minority groups to help<br />

target efforts to involve the community; e.g “hard to reach” groups. In line with these<br />

comments a section has been added (Section 4.0) setting out a Community Pr<strong>of</strong>ile.<br />

Hard to Reach Groups<br />

3.2.4 An important issue raised related to how ‘hard to reach’ groups would be involved in<br />

the process <strong>of</strong> plan production. Historically, it has proven difficult to engage certain<br />

groups. However, the Council will specifically target ethnic minority groups,<br />

disability groups, the elderly, youth groups and other relevant organisations to<br />

participate in presentations, exhibitions and workshops. The Local Strategic<br />

Partnership (LSP) is also a point <strong>of</strong> contact for such groups and regular updates on<br />

LDF progress will be presented to the LSP.<br />

<strong>Consultation</strong> List<br />

3.2.5 The consultation list appended in the pre-draft <strong>SCI</strong> was thought to be too long and<br />

would quickly become out <strong>of</strong> date. It was suggested that the different groups be<br />

categorised under headings; for example, bodies who represent the disabled. Your<br />

<strong>of</strong>ficers agree that the full list does not need to be appended to the <strong>SCI</strong> as a full list<br />

can be made available on request. It was however, useful to include it in the pre-draft<br />

to enable interested individuals and groups to check if they appeared on the list.<br />

Simple Language and Access to Documents<br />

3.2.6 A number <strong>of</strong> respondents suggested the document be kept jargon-free. It is<br />

considered that the <strong>SCI</strong> is expressed in a simple form and acronyms explained<br />

throughout the text. The point is however noted and the draft <strong>SCI</strong> has been kept as<br />

simple as possible. Additionally, the document should be easily accessible in a<br />

number <strong>of</strong> locations. As with previous consultation exercises, LDF documents will be<br />
