Scarborough Borough Council: Draft Statement of Community Involvement Page 28 7.0 Resources 7.1 Management and Resources 7.1.1 The production of the LDF is a continuous process and resources need to be planned on this basis to ensure the milestones set out in the Local Development Scheme are met. The methods of community involvement set out within the Statement of Community Involvement are realistic, and in certain cases may be exceeded, where time and resources allow. 7.1.2 The Forward Planning team who are responsible for the production of the LDF consist of 4 planners and a technician. Although this is a relatively small team, the existing budget (forward planning budget and the LDF reserve fund) and staff numbers, with careful prioritisation, should provide sufficient resources to meet the targets contained within the LDS. However, it is possible that unforeseen circumstances could lead to either additional funding being necessary or the Council only consulting to the minimum required standards. Such events which may lead to the need for additional resources can include higher than anticipated responses which can have knock on effects for the number of staff required to consider responses or the production costs of documents. The loss of staff resources can affect the level of consultation carried out and in certain cases the Local Planning Authority may have no alternative but to consult more narrowly that it would like, however, it will always strive to meet at least the minimum requirements as laid out in the Regulations. 7.1.3 In addition to the planning budget, funding from the Government in the form of Planning Delivery Grant (PDG) has been received over the past few years. This additional funding has assisted the Borough in progressing early work on the LDF and consultants have been engaged to produce reports on the ‘Growth of Scarborough’, Strategic Environmental Assessment’ and an ‘Employment Land Review’. Such reports will feed into the Core Strategy, Housing DPD and future DPDs such as Employment and Industry. The funding available through Planning Delivery Grant is expected to continue at least in the short term and, whilst the Borough must meet targets and improve performance to receive the PDG, future payments are likely to be used to assist the team in progressing parts of the LDF. 118
