4.0 Forward Planning Work
4.1 What sort of plans might I be consulted upon?
4.1.1 The Forward Planning section undertake the production of all of the documents
associated with the production of the Local Development Framework. It is important
that the community become involved in the production of such documents at an early
stage and continue to be involved through to adoption and on to monitoring and review.
4.1.2 Over the coming months and years the Council will be working on numerous
Development Plan Documents and Supplementary Planning Documents. In addition
Strategic Environmental Assessments/Sustainability Appraisals will have to be
prepared for these documents.
(a)
Development Plan Documents (DPDs)
Statutory DPD’s may comprise the Core Strategy, Site Allocations, Proposals
Maps and Area Action Plans. Whilst these documents will take differing forms,
the process for production, consultation and adoption remains constant. You
will be invited to comment at an early stage on the main issues and at various
other consultation stages.
(b)
Supplementary Planning Documents (SPDs)
You can also be involved in the preparation of future SPD, with the consultation
period running for between 4 to 6 weeks. Comments received from the
community will be considered and any changes necessary will be made prior to
adoption.
(c)
Strategic Environmental Assessment/Sustainability Appraisal
All new DPDs and SPDs have to be subject to a Sustainability Appraisal/
Strategic Environmental Assessment to ensure that they provide sustainable
development. Appraisals will be carried out at all appropriate stages of the planmaking
process and publicity given to the findings. Opportunities will also exist
for community involvement in the appraisal process to ensure a balanced view.
4.2 When will I be involved?
4.2.1 The range of proposed documents, the timetable for their preparation and the
opportunities for community involvement are set out in the Council’s Local
Development Scheme (see website or available from FPO). Whilst there will be scope
for continuous community involvement, the formal opportunities for public
consultation on the various documents are summarised in the table overleaf.
4.3 Who will be involved?
4.3.1 The Town and Country Planning (Local Development) (England) Regulations 2004 set
requirements for Local Authorities to meet a minimum level of community
involvement. It is the intention of the Council to go beyond the minimum level and
strive to involve the wider community, difficult to reach groups and whoever wishes to
have an input into the planning system.
