1.0 Introduction<br />
1.1 The Borough Council is required to produce a statement <strong>of</strong> consultation, with regard to<br />
the <strong>Statement</strong> <strong>of</strong> Community Involvement, setting out:<br />
‣ Which bodies have been consulted under regulation 25 phase <strong>of</strong> consultation<br />
(the ‘<strong>Consultation</strong> on Options’ exercise for the <strong>SCI</strong>) and which bodies were<br />
consulted under regulation 26 (the Draft <strong>SCI</strong>)<br />
‣ How these bodies and other persons were consulted<br />
‣ A summary <strong>of</strong> the main issues raised in these consultations<br />
‣ How the main issues raised have been addressed<br />
1.2 This document will be submitted to the Secretary <strong>of</strong> State with the <strong>Statement</strong> <strong>of</strong><br />
Community Involvement on 14 July 2006.<br />
2.0 <strong>Consultation</strong> under <strong>Regulation</strong> 25<br />
2.1 This phase <strong>of</strong> consultation ran for six weeks from 11 June 2005 until 22 July 2005. The<br />
‘<strong>Consultation</strong> on Options’ document was made available on our website and at the three<br />
Council Offices within the LDF area <strong>of</strong> the Borough (<strong>Scarborough</strong> Town Hall, Filey<br />
Evron Centre and Whitby Council Offices). A list <strong>of</strong> consultation bodies can be found<br />
in Appendix 1. In brief the Council consulted with the Highways Agency, all adjoining<br />
Local Planning Authorities, North Yorkshire County Council and all Parish Councils<br />
that lie within or adjoining the area covered by the Local Planning Authority. In<br />
addition the Council wrote to all those individuals and organisations on the Local<br />
Planning Authorities consultation database.<br />
2.2 Feedback could be made on the document within the Question Boxes which tried to<br />
focus responses. It was also possible to complete the questionnaire online and submit a<br />
response electronically. A copy <strong>of</strong> the document including the questions for feedback is<br />
at Appendix 2. Copies <strong>of</strong> the letters sent to the various consultees can be found in<br />
Appendix 3. A press release was also put into the local press, the <strong>Scarborough</strong> Evening<br />

News on 15P 2005. A copy <strong>of</strong> this can be found in Appendix 4.<br />
2.3 Extensive consultation took place, involving 47 Parish Councils (including Parishes<br />
Councils bounding the LDF area), 6 local and county authorities, 10 further specific<br />
consultees and 665 other interested groups and individuals.<br />

2.4 The document was taken to Development & <strong>Regulation</strong> Committee and Cabinet on 17P<br />

and 24P 2005 respectively.<br />
2.5 The table overleaf lists those consultees who responded under <strong>Regulation</strong> 25<br />
consultation, making comments on the ‘<strong>Consultation</strong> <strong>of</strong> Options’.<br />
