1.0 Introduction
1.1 The Borough Council is required to produce a statement of consultation, with regard to
the Statement of Community Involvement, setting out:
‣ Which bodies have been consulted under regulation 25 phase of consultation
(the ‘Consultation on Options’ exercise for the SCI) and which bodies were
consulted under regulation 26 (the Draft SCI)
‣ How these bodies and other persons were consulted
‣ A summary of the main issues raised in these consultations
‣ How the main issues raised have been addressed
1.2 This document will be submitted to the Secretary of State with the Statement of
Community Involvement on 14 July 2006.
2.0 Consultation under Regulation 25
2.1 This phase of consultation ran for six weeks from 11 June 2005 until 22 July 2005. The
‘Consultation on Options’ document was made available on our website and at the three
Council Offices within the LDF area of the Borough (Scarborough Town Hall, Filey
Evron Centre and Whitby Council Offices). A list of consultation bodies can be found
in Appendix 1. In brief the Council consulted with the Highways Agency, all adjoining
Local Planning Authorities, North Yorkshire County Council and all Parish Councils
that lie within or adjoining the area covered by the Local Planning Authority. In
addition the Council wrote to all those individuals and organisations on the Local
Planning Authorities consultation database.
2.2 Feedback could be made on the document within the Question Boxes which tried to
focus responses. It was also possible to complete the questionnaire online and submit a
response electronically. A copy of the document including the questions for feedback is
at Appendix 2. Copies of the letters sent to the various consultees can be found in
Appendix 3. A press release was also put into the local press, the Scarborough Evening

News on 15P 2005. A copy of this can be found in Appendix 4.
2.3 Extensive consultation took place, involving 47 Parish Councils (including Parishes
Councils bounding the LDF area), 6 local and county authorities, 10 further specific
consultees and 665 other interested groups and individuals.

2.4 The document was taken to Development & Regulation Committee and Cabinet on 17P

and 24P 2005 respectively.
2.5 The table overleaf lists those consultees who responded under Regulation 25
consultation, making comments on the ‘Consultation of Options’.
