5.0 Development Control<br />

5.1 Introduction<br />

5.1.1 In addition to setting out how the public will be involved in the policy making process,<br />

the <strong>SCI</strong> must also set out standards for community involvement in the Development<br />

Control process.<br />

5.1.2 The general public usually only become involved in the Development Control process<br />

when they submit an application or enquiry or when they may be affected by, or<br />

otherwise interested in a proposal. The Development Control Service currently take<br />

extensive measures to ensure that the public are aware <strong>of</strong> issues which they may wish to<br />

comment upon. This section outlines the current processes for involving the community<br />

in Development Control issues. In addition to the community many other organisations,<br />

stakeholders and interested parties also comment upon planning proposals and this is<br />

also addressed.<br />

5.2 Pre-Application <strong>Consultation</strong><br />

5.2.1 The level <strong>of</strong> pre-application consultation depends upon the nature <strong>of</strong> the proposal. The<br />

Planning Service respect the rights <strong>of</strong> potential applicants and pre-application<br />

negotiations generally remain confidential. As such, little pre-application consultation<br />

usually takes place beyond statutory or technical consultees, unless:<br />

(a) the site is one where a development brief has or is to be prepared, or<br />

(b) the Developer takes the decision to discuss the proposal with Town/Parish Councils,<br />

nearby residents, interested parties, etc, prior to the submission <strong>of</strong> a formal<br />

application.<br />

5.2.2 The Planning Service does however value community involvement in planning<br />

applications and considers that on major or contentious applications it would be<br />

beneficial for the developers to seek to involve the community prior to submission <strong>of</strong> a<br />

planning application, in order that important issues can be identified at an early stage. It<br />

is intended to prepare a protocol for developers on how best to involve the community<br />

prior to submission <strong>of</strong> their planning application. Developers will be expected to submit<br />

with their application a statement <strong>of</strong> what action they have taken to involve the local<br />

community.<br />

5.3 Who Would be Consulted?<br />

5.3.1 The Council will encourage developers <strong>of</strong> major or contentious schemes to involve<br />

local communities, voluntary groups, and local businesses prior to the submission <strong>of</strong> a<br />

planning application. This will be achieved through developers being encouraged to :-<br />

• hold public exhibitions,<br />

• hold public meetings,<br />

• consider use <strong>of</strong> surgeries to focus on particular issues<br />

• hold workshops to gather ideas and information<br />

• use web sites to publicise schemes<br />

• use the media to publicise schemes<br />
