APPENDIX 6: Comments and Responses to Pre-Draft SCI with Council’s response. Ref Consultee Comments Response SCI-1 Environment Agency 1) Encouraged to see inclusion of SEA/SA 2) Look at including a broad over-view of social, economic and environmental characteristics identifying area of demographic that may be hard to reach. 3) Address how to involve any identified ‘hard to reach’ groups. 1) Noted 2) Section on ‘Community Profile’ to be added. 3) These groups will be targeted, for example, to attend presentations at key stages. SCI-6 Scalby Village Trust 1) Agrees with SCI and requirements laid out. 1) Welcomed SCI-7 Highways Agency 1) Highways Agency must be consulted in the LDF process. 2) The Highways Agency is a statutory consultee and must be consulted if a development proposal affects the volume of traffic entering or leaving a trunk road. 3) Would welcome early dialogue on Transport SPD. 4) HA would welcome pre-application discussion on proposals which may affect the Strategic Highway Network and ask that this is set down in the SCI. SCI-8 Mayfield Residents Action Group, Whitby 1) Documentation should be more accessible outside of Scarborough (Whitby Office did not have this document). 2) Notices of applications should be published in local newspapers of, for example, Whitby, not just Scarborough Evening News. 1) Noted 2) YWT is already on list. 3) To be taken up with IT section. 1) Guidelines are currently being drawn up to highlight when developers/applicants will be expected to engage the community prior to the submission of a planning application (Preapplication Community Engagement Statement). 2) RM will be consulted as per Govt Regs on consultation.
