2.0 Introduction<br />
2.1 Planning – The New System<br />
2.1.1 In late 2004, the Government overhauled the existing Planning System and adopted a<br />
new flexible system which will hopefully allow for a more responsive planning<br />
system to progressively adapt to local changes. The new system also puts the<br />
community at the centre <strong>of</strong> all policy making and sees community involvement as the<br />
number one priority. The current Local Plan will be replaced by a Local Development<br />
Framework (LDF) which will be comprised <strong>of</strong> Local Development Documents<br />
(LDDs) (see Appendix 1 and Section 4 <strong>of</strong> this report).<br />
2.1.2 These LDD’s will ultimately include Statutory Development Plan Documents (DPDs)<br />
and Non-Statutory Supplementary Planning Documents (SPDs) which expand on<br />
DPD policies. The LDF will also include a Local Development Scheme (LDS) which<br />
is a project plan/timetable, a <strong>Statement</strong> <strong>of</strong> Community Involvement (<strong>SCI</strong>) and an<br />
Annual Monitoring Report (AMR). Figure 1 below shows the relationship between<br />
these documents.<br />

2.1.3 These documents will affect how <strong>Scarborough</strong> develops in the future, directly through<br />
land allocations and also through the adoption <strong>of</strong> a set <strong>of</strong> revised planning policies<br />
which will guide future proposals. It is for this reason that the Borough Council<br />
wishes to ensure that local residents, businesses, community groups and investors<br />
have every opportunity to help shape these documents and as such, the future<br />
development <strong>of</strong> the Borough. All have a stake in ensuring that the economic, social<br />
and environmental needs and resources <strong>of</strong> the Borough are properly planned and<br />
protected to achieve a sustainable future for our local communities.<br />
