comments are reported to Committee Members.
The point is, however, noted and will be reported
to the relevant group next time the scheme of
public speaking is reviewed.
2) Response from Head of Legal Services: The
Constitution stipulates that D & R comprises 14
members of the Council plus the Cabinet Member
for Environment, Transport and Public Health.
Membership of the sub-committees is likewise
restricted to members of the Council.
Therefore, the proposal could not be
accommodated within the current constitution.
Scarborough Rural
Housing Enabler
1) The document is sound and supported by the County Council.
2) Some key information gets lost in the high quantity of text. Other district have
1) A position of responsibility should be created in DC to look after affordable
housing, especially in rural areas.
2) Closer working between FP, DC and Housing Strategy Team on housing issues.
3) Rural communities/Parish Councils should have more involvement with housing
issues via the planning system.
4) Parish Councils should be given feedback on planning decisions relating to
housing – reasons given for decisions made.
5) Produce leaflets/information for the public explaining the planning system with
regard to affordable housing.
6) Accessible information on planning process needs to be provided. Definitions of
Although the Council's constitution does not
currently allow for it, it is legally possible to coopt
members onto Scrutiny Committees in a nonvoting
capacity. However, I cannot see this being
changed for Planning Committees as it would
provide the potential for a member who was not
democratically elected to influence regulatory
decisions.
2) Noted. Additional diagrams and charts added
to draft version of SCI.
1) Resources do not allow a person to be
employed to carry out this sole task. Each case
officer is sufficiently skilled to deal with this
subject when it arises.
2) Planning welcome this.
3) PC’s have right to comment and pass on the
views of the community when applications are
considered. They can also raise such issues in
their Parish Plans if they are preparing one.
4) Decisions issued to all respondents to planning
