Dear Sir/Madam<br />
<strong>Scarborough</strong> Borough Council Local Development Framework:<br />
Local Development Scheme and the Pre-Draft <strong>Statement</strong> <strong>of</strong> Community Involvement<br />
The Council has recently commenced preparation <strong>of</strong> a Local Development Framework (LDF)<br />
which eventually will replace the Borough Local Plan and provide the blueprint for planning<br />
the future development <strong>of</strong> the Borough outside the National Park. The LDF consists <strong>of</strong> a<br />
package <strong>of</strong> documents including Development Plan Documents, Supplementary Planning<br />
Documents and the <strong>Statement</strong> <strong>of</strong> Community Involvement. The timetable for the production <strong>of</strong><br />
these documents is contained within the Local Development Scheme (LDS). I am pleased to<br />
inform you that the LDS took legal effect under the 2004 Town and Country Planning<br />
<strong>Regulation</strong>s on 7 June 2005. A copy <strong>of</strong> the LDS can be obtained by accessing the Council’s<br />
web-site (www.scarborough.gov.uk). Paper copies will also be available for inspection at<br />
<strong>Scarborough</strong> Town Hall, Whitby Council Offices and the Filey Evron Centre. Paper copies can<br />
also be obtained from the Forward Planning Office.<br />
The first major document prepared under the Local Development Scheme is the <strong>Statement</strong> <strong>of</strong><br />
Community Involvement (<strong>SCI</strong>). The aim <strong>of</strong> the <strong>SCI</strong> is to improve participation in the<br />
preparation <strong>of</strong> the Local Development Framework and provide greater understanding and<br />
transparency <strong>of</strong> the Development Control process (i.e. planning applications). The Council has<br />
published a Pre-Draft <strong>SCI</strong> for general consultation with the aim <strong>of</strong> obtaining views, in<br />
particular, on who should be involved and what methods should be used to secure that<br />
involvement.<br />
The document is available to view online at the Council’s web-site and is also available for<br />
inspection at <strong>Scarborough</strong> Town Hall, Whitby Council Offices and the Filey Evron Centre. If<br />
you are unable to view a copy and are interested in making comments a paper copy can be<br />
provided on request, again from the Forward Planning Office. I would be obliged if you could<br />
submit any comments you have on the <strong>SCI</strong> to the Town Hall by 5pm on 22 July 2005.<br />
