Scarborough Borough Council Local Development Framework:
Local Development Scheme and the Pre-Draft Statement of Community Involvement
The Council has recently commenced preparation of a Local Development Framework (LDF)
which eventually will replace the Borough Local Plan and provide the blueprint for planning
the future development of the Borough outside the National Park. The LDF consists of a
package of documents including Development Plan Documents, Supplementary Planning
Documents and the Statement of Community Involvement. The timetable for the production of
these documents is contained within the Local Development Scheme (LDS). I am pleased to
inform you that the LDS took legal effect under the 2004 Town and Country Planning
Regulations on 7 June 2005. A copy of the LDS can be obtained by accessing the Council’s
web-site (www.scarborough.gov.uk). Paper copies will also be available for inspection at
Scarborough Town Hall, Whitby Council Offices and the Filey Evron Centre. Paper copies can
also be obtained from the Forward Planning Office.
The first major document prepared under the Local Development Scheme is the Statement of
Community Involvement (SCI). The aim of the SCI is to improve participation in the
preparation of the Local Development Framework and provide greater understanding and
transparency of the Development Control process (i.e. planning applications). The Council has
published a Pre-Draft SCI for general consultation with the aim of obtaining views, in
particular, on who should be involved and what methods should be used to secure that
involvement.
The document is available to view online at the Council’s web-site and is also available for
inspection at Scarborough Town Hall, Whitby Council Offices and the Filey Evron Centre. If
you are unable to view a copy and are interested in making comments a paper copy can be
provided on request, again from the Forward Planning Office. I would be obliged if you could
submit any comments you have on the SCI to the Town Hall by 5pm on 22 July 2005.
