Pre-application <strong>Consultation</strong><br />

3.2.7 The main issue raised by respondents with reference to Development Control related<br />

to pre-application consultation and the need to set guidelines for when and how<br />

developers should involve the community prior to submitting an application. The<br />

Planning section are currently preparing two documents; a Major Applications<br />

Protocol (MAP) and a Pre-application Community Engagement <strong>Statement</strong> (PCES).<br />

The MAP encourages applicants with significant and complex applications to carry<br />

out public consultation with appropriate sections <strong>of</strong> the community. The PCES will<br />

expand on this and explain when community engagement will be sought and the<br />

methods <strong>of</strong> engagement considered appropriate for various types <strong>of</strong> application.<br />

Though outside <strong>of</strong> the content <strong>of</strong> the <strong>SCI</strong>, the draft refers to both documents.<br />

Public Speaking<br />

3.2.8 An issue was raised relating to the public speaking system. Whilst the public<br />

speaking system is referred to in the <strong>SCI</strong>, any alterations will be dealt with separately<br />

when the existing system is reviewed.<br />

Next Steps<br />

3.3 Following approval by Members, the draft <strong>SCI</strong> will, in line with <strong>Regulation</strong>s be<br />

subject to a 6 week consultation exercise. A further report on the results <strong>of</strong> this<br />

consultation exercise and suggested alterations to the <strong>SCI</strong> will be brought back to<br />

Members <strong>of</strong> Development and <strong>Regulation</strong> and Cabinet prior to a finalised <strong>SCI</strong> being<br />

submitted to the Secretary <strong>of</strong> State for examination. This stage will allow the public a<br />

further opportunity to comment on the document, prior to the formal adoption <strong>of</strong> the<br />

<strong>SCI</strong>.<br />

4.0 IMPLICATIONS<br />

4.1 The information gathered from this exercise will be useful in enabling greater<br />

participation in the future review <strong>of</strong> Council strategies and policies.<br />

4.4 The Town & Country Planning Act places a duty on local planning authorities to<br />

produce, adopt and adhere to a <strong>Statement</strong> <strong>of</strong> Community Involvement when<br />

producing planning documents and considering planning applications. This is<br />

required at an early stage <strong>of</strong> production <strong>of</strong> the new Local Development Framework<br />
