available from local authority <strong>of</strong>ficers at this stage.<br />
3.2.8 The Pre-Application Community Engagement <strong>Statement</strong> aims to improve early<br />
consultation with the community and will not affect the developers right to<br />
confidentiality during pre-application discussions with the Local Planning Authority.<br />
The dissemination <strong>of</strong> information and the involvement <strong>of</strong> the community at the preapplication<br />
stage will be at the discretion <strong>of</strong> the developer, although it will be<br />
encouraged as this can and does overcome potential conflict prior to the submission <strong>of</strong><br />
a planning application.<br />
3.2.9 A further comment raised issue with paragraph 6.3.2. The respondent stated that the<br />
fact that Officers and Members will not make a judgement or express an opinion is<br />
inappropriate and contrary to PPS12 objectives. This is not the intention <strong>of</strong> the Local<br />
Planning Authority and the paragraph will be re-worded to clarify the situation. Para<br />
6.3.2 refers only to pre-consultation exercises with the community. Whilst Officers or<br />
Members may attend these meetings and may be required to provide information<br />
which is relevant to the consideration <strong>of</strong> the proposal, it is considered important for<br />
the community to formulate an opinion <strong>of</strong> a scheme or proposal based on the<br />
interaction with the developer and not be swayed or directed by comments <strong>of</strong> the<br />
Local Planning Authority. Officers and Members will continue to enter into preapplication<br />
discussions with developers and provide advice and guidance as relevant.<br />

Versions <strong>of</strong> documents should be produced in other languages / formats.<br />
3.2.10 A number <strong>of</strong> respondents suggested that planning documents should be provided in a<br />
variety <strong>of</strong> formats including different languages, audio versions and using easy to read<br />
symbols.<br />
3.2.11 At the current time ‘large print’ versions <strong>of</strong> documents can be provided on request.<br />
Additionally, from enquiries made within the Council, it is feasible to provide audio<br />
versions <strong>of</strong> documents. These services will be made clear within the <strong>SCI</strong> and within<br />
correspondence that is sent out as part <strong>of</strong> future consultation exercises.<br />
3.2.12 With reference to documents being produced in alternative languages the Council has<br />
little evidence for such demand, however, this issue is addressed corporately by the<br />
Council and will be reviewed on an ongoing basis. Notwithstanding the above, the<br />
Authority do subscribe to ‘languageline’ which is a translation service, however, this<br />
is intended for telephone or face to face enquiries.<br />

How comments will shape Local Development Documents?<br />
3.2.13 A number <strong>of</strong> respondents suggested that there should be more explanation <strong>of</strong> how<br />
comments are considered, how they impact on the Local Development Documents<br />
and also why comments are not always reflected in alterations to DPDs and other<br />
documents.<br />
