2.0 Introduction<br />

2.1 Planning – The New System<br />

2.1.1 In late 2004, the Government overhauled the existing Planning System and adopted a<br />

new flexible system which will hopefully allow for a more responsive planning system<br />

to progressively adapt to local changes. The new system also puts the community at the<br />

centre <strong>of</strong> all policy making and sees community involvement as the number one<br />

priority. The current Local Plan will be replaced by a Local Development Framework<br />

(LDF) which will be comprised <strong>of</strong> Local Development Documents (see Appendix 1 and<br />

Section 4 <strong>of</strong> this report).<br />

2.1.2 These documents will affect how <strong>Scarborough</strong> develops in the future, directly through<br />

land allocations and also through the adoption <strong>of</strong> a set <strong>of</strong> revised planning policies<br />

which will guide future proposals. It is for this reason that the Borough Council wishes<br />

to ensure that local residents, businesses, community groups and investors have every<br />

opportunity to help shape these documents and as such, the future development <strong>of</strong> the<br />

Borough. All have a stake in ensuring that the economic, social and environmental<br />

needs and resources <strong>of</strong> the Borough are properly planned and protected to achieve a<br />

sustainable future for our local communities.<br />

2.1.3 The <strong>Statement</strong> <strong>of</strong> Community Involvement is being prepared at an early stage <strong>of</strong> the<br />

new system to ensure that involvement by all sectors is encouraged and actively<br />

promoted from the initial identification <strong>of</strong> issues to formal adoption <strong>of</strong> the final<br />

document and through into consideration <strong>of</strong> planning applications. The next section<br />

explains what the <strong>SCI</strong> is and what it aims to achieve.<br />
