2.0 Introduction
2.1 Planning – The New System
2.1.1 In late 2004, the Government overhauled the existing Planning System and adopted a
new flexible system which will hopefully allow for a more responsive planning system
to progressively adapt to local changes. The new system also puts the community at the
centre of all policy making and sees community involvement as the number one
priority. The current Local Plan will be replaced by a Local Development Framework
(LDF) which will be comprised of Local Development Documents (see Appendix 1 and
Section 4 of this report).
2.1.2 These documents will affect how Scarborough develops in the future, directly through
land allocations and also through the adoption of a set of revised planning policies
which will guide future proposals. It is for this reason that the Borough Council wishes
to ensure that local residents, businesses, community groups and investors have every
opportunity to help shape these documents and as such, the future development of the
Borough. All have a stake in ensuring that the economic, social and environmental
needs and resources of the Borough are properly planned and protected to achieve a
sustainable future for our local communities.
2.1.3 The Statement of Community Involvement is being prepared at an early stage of the
new system to ensure that involvement by all sectors is encouraged and actively
promoted from the initial identification of issues to formal adoption of the final
document and through into consideration of planning applications. The next section
explains what the SCI is and what it aims to achieve.
