‘Market Town Healthchecks and Action Plans’ to engage local communities.
3) Consultation list in SCI may be too extensive. Suggested the addition of number of
forums.
4) The concept statement approach should be considered as an early method of
consultation.
SCI-27 Sport England 1) The SCI needs to demonstrate how the LPA will inform people of when reports
are available.
2) Consultation timescales should commence from the date of receipt not the date
posted.
3) Not everyone has facilities to fill in forms online.
4) Sport England is a statutory consultee.
5) As part of the SCI includes ‘feedback’, it is important that SE are advised of the
outcome of applications and receive a decision notice.
6) In case where SE have objected and the LPA is minded to approve, information
should be provided on the committee date and the timescale for referral to
Government Office.
SCI-28
Government Office for
Yorkshire and The
Humber
1) The SCI should include at least the specific and general consultation bodies for
Regulations 25 and 26.
2) General consultation bodies (including those at Annex E3 of PPS12) may be
included in Annex 3 of SCI. May consider changing format to one which lists bodies
by type.
3) Could mention statutory requirements for consulting on, for example, planning
application, listed buildings, etc.
4) More clarity about links with other initiatives and strategies is needed; e.g.
as parish plans, which will be a consideration
when preparing LDF.
3) Consultation database is large. Examine
possibility of grouping consultees by type to
reduce size and prevent information becoming
quickly out of date.
4) Noted that the concept statement is a useful
method of community involvement.
1) Will be added to SCI. Reports are available 5
working days before the relevant committee. In
terms of LDF documents the Local Development
Scheme has a timetable for production including
when reports will go to committee or cabinet.
2) Agreed.
3) Agreed. See response to SCI-25(2).
4) Checked with GOYH. Sport England is not a
statutory or specific consultee as quoted in
Regulations. It is listed as ‘Other Consultee’ in
PPS12, although it is understood that, in certain
circumstances, Sport England must be considered
to comment on planning applications.
5) If comments are made, a decision notice will
be sent.
6) Any referral to Govt Office is reported in the
committee report or where a decision is
overturned, this will be reported verbally to
Members.
1) Noted and amended.
2) See response for SCI-26(3)
3) Add to Planning Application section that
further information on consultation can be found
in General Permitted Development Order,
Circulars and on the ODPM website. If people do
not have access to website, these documents can
be viewed at the Town Hall.
