Appendix 16: Copy of Report HPlg/06/105 on Submission SCI AGENDA ITEM NO SCARBOROUGH BOROUGH COUNCIL DEVELOPMENT AND REGULATION COMMITTEE - 25 MAY 2006 CABINET - 20 JUNE 2006 COUNCIL - 10 JULY 2006 REPORT OF THE HEAD OF PLANNING SERVICES - HPlg/06/105 SUBMISSION OF THE STATEMENT OF COMMUNITY INVOLVEMENT PURPOSE OF REPORT For Members to agree the Statement of Community Involvement as a basis for its formal submission to the Secretary of State and subsequent Examination by the Planning Inspectorate. 1.0 INTRODUCTION PART I – OFFICER ADVICE 1.1 Members will recall that all Local Authorities have a statutory duty to prepare and adopt a formal Statement of Community Involvement, early in the Local Development Framework process (Report HPlg/05/83to D&R and Cabinet in May 2005). 1.2 The Statement of Community Involvement (SCI) is a document which sets out how the Local Planning Authority will engage communities in the preparation and revision of local development documents and the consideration of planning applications. 1.3 To inform preparation of the SCI the following has been carried out: ‣ A Pre-Draft SCI was agreed by Members and consulted upon for a period of 6 weeks (10 June – 22 July 2005) under Regulation 25 of the Town & Country Planning Regulations. 28 responses were received and these comments were considered by Members in report HPlg/05/224; and ‣ The Draft SCI was consulted upon for a period of 6 weeks (6 January – 17 February 2006) under Regulation 26 of the Town & Country Planning Regulations. 50 responses were received and these are appended (Appendix 1). 1.4 This report summarises the main issues raised during the consultation on the Draft SCI, and outlines the main alterations proposed to be made to the SCI and the next steps to be taken. 1.5 The revised Statement of Community Involvement is attached as Appendix 2. 2.0 CORPORATE OBJECTIVES 2.1 The adoption of a ‘Statement of Community Involvement’ would work directly 191
