SUBMISSION OF THE STATEMENT OF COMMUNITY INVOLVEMENT<br />
PURPOSE OF REPORT<br />
For Members to agree the <strong>Statement</strong> <strong>of</strong> Community Involvement as a basis for its formal<br />
submission to the Secretary <strong>of</strong> State and subsequent Examination by the Planning<br />
Inspectorate.<br />
1.0 INTRODUCTION<br />
PART I – OFFICER ADVICE<br />
1.1 Members will recall that all Local Authorities have a statutory duty to prepare and<br />
adopt a formal <strong>Statement</strong> <strong>of</strong> Community Involvement, early in the Local Development<br />
Framework process (Report HPlg/05/83to D&R and Cabinet in May 2005).<br />
1.2 The <strong>Statement</strong> <strong>of</strong> Community Involvement (<strong>SCI</strong>) is a document which sets out how<br />
the Local Planning Authority will engage communities in the preparation and revision<br />
<strong>of</strong> local development documents and the consideration <strong>of</strong> planning applications.<br />
1.3 To inform preparation <strong>of</strong> the <strong>SCI</strong> the following has been carried out:<br />
‣ A Pre-Draft <strong>SCI</strong> was agreed by Members and consulted upon for a period <strong>of</strong> 6<br />
weeks (10 June – 22 July 2005) under <strong>Regulation</strong> 25 <strong>of</strong> the Town & Country<br />
Planning <strong>Regulation</strong>s. <strong>28</strong> responses were received and these comments were<br />
considered by Members in report HPlg/05/224; and<br />
‣ The Draft <strong>SCI</strong> was consulted upon for a period <strong>of</strong> 6 weeks (6 January – 17<br />
February 2006) under <strong>Regulation</strong> 26 <strong>of</strong> the Town & Country Planning<br />
<strong>Regulation</strong>s. 50 responses were received and these are appended (Appendix<br />
1).<br />
1.4 This report summarises the main issues raised during the consultation on the Draft<br />
<strong>SCI</strong>, and outlines the main alterations proposed to be made to the <strong>SCI</strong> and the next<br />
steps to be taken.<br />
1.5 The revised <strong>Statement</strong> <strong>of</strong> Community Involvement is attached as Appendix 2.<br />
2.0 CORPORATE OBJECTIVES<br />
2.1 The adoption <strong>of</strong> a ‘<strong>Statement</strong> <strong>of</strong> Community Involvement’ would work directly<br />
