<strong>The</strong> Changxing Eco-city is located in Fengtai’s Hexi District, within the<br />

south-western region of Beijing. Arup’s East Asia <strong>Planning</strong> team based in<br />

Hong Kong <strong>and</strong> Shanghai office was directly commissioned by a leading<br />

private sector real estate company to review the existing government<br />

statutory master plan <strong>and</strong> produce a sustainable eco-city master plan<br />

for the 600 hectare site. Utilizing the multi-disciplinary skills of Arup on<br />

sustainable development, the team led a consortium of consultants to<br />

develop a plan <strong>and</strong> implementation strategy for one of the first private<br />

sector led eco-city projects in China.<br />

With sustainable development on the center stage, the vision of the<br />

project is to:<br />

• Plan <strong>and</strong> implement an urban district driven by sustainable<br />

development principles, based on an integrated urbanism <strong>and</strong><br />

resource management planning framework; <strong>and</strong><br />

• Balance the environmental, social, <strong>and</strong> economic needs of the project<br />

to achieve “energy efficiency, environmental friendliness, economic<br />

growth <strong>and</strong> social harmony”.<br />

<strong>The</strong> project covered thorough interaction with client, local residents <strong>and</strong><br />

stakeholders in establishing the sustainable development framework,<br />

objectives <strong>and</strong> indicators, as well as various technical, master planning<br />

<strong>and</strong> implementation strategies resulting in the preferred master plan.<br />

A variety of sustainability tools were used to assist the project team<br />

in coming to the preferred planning <strong>and</strong> design solutions, including<br />

Integrated Resource Management (IRM) Model, Micro-climate Modeling,<br />

Arup’s Sustainable project Appraisal Routine (SPeAR TM ), Eco-footprint<br />

<strong>and</strong> intensive use of GIS.<br />

After in-depth analysis on site conditions, the SPeAR TM was used<br />

to define sustainability objectives <strong>and</strong> indicators. <strong>The</strong> SPeAR TM is a<br />

comprehensive sustainable decision making tool <strong>and</strong> is also one of<br />

the very first of this kind available at present in the region to facilitate<br />

stakeholders in debating <strong>and</strong> deciding on the relative importance of<br />

various sustainable development objectives. <strong>The</strong> project developed<br />

a total of nineteen quantitative sustainable indicators to compare the<br />

proposed eco-city master plan with conventional city development<br />

(Business-as-Usual). <strong>The</strong> results demonstrated that the eco-city proposal<br />

has positive contribution to sustainability, quality of life <strong>and</strong> health, <strong>and</strong><br />

planning <strong>and</strong> design of built environment. This approach is different<br />

from conventional planning practice with focus on physical l<strong>and</strong> use<br />

planning only.<br />
