<strong>The</strong> Comprehensive Environmental Performance Assessment Scheme<br />

(CEPAS) was initiated under the 2001 Government Policy Objectives<br />

to form a comprehensive green building labeling scheme. <strong>The</strong> CEPAS<br />

for buildings is a new generation of assessment tool for various<br />

building types with clear demarcation of the entire building life-cycle,<br />

which covers the pre-design, design, construction <strong>and</strong> demolition,<br />

<strong>and</strong> operation stages. Apart from using the CEPAS as a performance<br />

assessment scheme, it can also be adopted as a decision-making tool<br />

for developers, designers, builders, owners, users <strong>and</strong> stakeholders.<br />

<strong>The</strong> defining characteristics of CEPAS include the considerations of<br />

sustainability, building life-cycle, modular assessment structures,<br />

neighbourhood context <strong>and</strong> life-cycle analysis for building components.<br />

<strong>The</strong> ultimate goal of implementing CEPAS is to create a positive shift on<br />

the current environmental performance of buildings in Hong Kong, as<br />

well as to keep in line with the global trend of building sustainability.<br />

<strong>The</strong> CEPAS publications are prepared for use for building pre-design,<br />

design, construction <strong>and</strong> operation stages. Hence, the complete set of<br />

CEPAS for Design Assessment Manual;<br />

Sustainability consists of three aspects – environmental, social <strong>and</strong><br />

economic. Relevant <strong>and</strong> applicable indicators under each aspect are<br />

considered in the formulation of CEPAS. Environmental sustainability<br />

for CEPAS includes reduction of resources use, use of renewable energy,<br />

as well as minimization of environmental loadings <strong>and</strong> impacts. Social<br />

sustainability can be incorporated into buildings by considering aspects<br />

like inclusion, access, amenities, user comfort <strong>and</strong> satisfaction, health<br />

<strong>and</strong> welfare, equality <strong>and</strong> etc. Economic perspective includes the holistic<br />

building life cycle consideration, energy <strong>and</strong> material cost, buildability<br />

<strong>and</strong> serviceability, <strong>and</strong> so on.<br />
