Sports Hub
• In line with Hong Kong’s
sports policy in hosting
major international sports
events and encourage
community’s participation
in sports activities, a new
multi-purpose stadium
complex is located in Kai Tak. The 45,000-seat main stadium is located
in the waterfront creating a new icon in Victoria Harbour as well as
to help the revitalization of the adjacent old districts. It is also well
integrated with the dining cove, which provides waterfront-related
commercial, cultural and leisure uses for a vibrant environment.
Metro Park
• The 24-hectare Metro Park is located in the northern part of the
former runway. It would be a unique waterfront park in Hong Kong.
The elongated shape of the park helps to keep the collective memory
of the former airport.
Runway Precinct
• The distinctive waterfront setting is planned to accommodate quality
hotel and residential developments under the concept of “Living
on the Runway” for the Runway community to enjoy spectacular
views at a unique location. An open space corridor is planned at the
centre of the Runway Precinct so as to reminisce the previous aircraft
landing activities.
Tourism & Leisure Hub
• A cruise terminal is located at the tip of the former runway to support
Hong Kong as a cruise hub in Asia. A tourism node of hotel/retail/
entertainment facilities located adjacent to the cruise terminal is
intended to expand the tourism activities to this part of the metro
area. A landmark building with a public observation gallery in this
location will form a major icon signifying the gateway to Kai Tak for
the cruise ships entering the harbour and achieving a more dramatic
height profile. A runway park is located at the end of the runway with
an aviation theme.
South Apron Corner
• Taking advantage of the tranquil seaview of the Kai Tak Approach
Channel, it is planned to rejuvenate the waterfront area and
regenerate Kowloon Bay and Kwun Tong into business areas by
introducing a variety of commercial and government, institution or
community use.
Kai Tak is envisaged to become a new urban node in South East
Kowloon as well as a new heritage, green, sports and tourism hub of
Hong Kong. The planning intention is to pursue a low to medium
density development in Kai Tak to achieve quality living environment,
to enhance the townscape as well as to meet public aspiration. Upon
completion of the Kai Tak Development, 30,000 flats will be provided to
accommodate 86,000 population and 83,000 job opportunities will be
created.
規 劃 署 於 2004 年 展 開 「 啓 德 規 劃 檢 討 」, 目 的 是 以 「 不 填 海 」 的 發 展 方 案
爲 基 礎 , 爲 328 公 頃 的 舊 機 場 用 地 擬 備 新 的 發 展 藍 圖 , 藉 以 保 存 維 多 利 亞
港 獨 有 的 文 化 遺 産 。 此 外 , 爲 了 就 發 展 建 議 取 得 社 會 共 識 , 我 們 舉 辦 了 大
規 模 的 公 眾 參 與 活 動 , 致 力 落 實 「 與 民 規 劃 」 的 理 念 。 經 過 三 個 階 段 的 公
眾 參 與 活 動 , 結 合 「 維 港 畔 富 有 特 色 、 朝 氣 蓬 勃 、 優 美 動 人 及 與 民 共 享 的
啓 德 」 的 共 同 理 想 , 新 的 啓 德 分 區 計 劃 大 綱 圖 已 於 2006 年 11 月 展 示 。
公 眾 普 遍 支 持 採 用 以 下 的 規 劃 原 則 , 作 為 規 劃 啓 德 的 指 引 :
• 讓 公 眾 參 與 整 個 規 劃 的 過 程
• 規 劃 啓 德 作 為 可 持 續 及 環 保 的 發 展 , 以 鞏 固 香 港 國 際 都 會 的 地 位
• 發 展 啓 德 為 一 個 體 育 、 康 樂 、 旅 遊 、 商 業 及 優 質 房 屋 的 中 心
• 締 造 啓 德 為 香 港 城 市 及 園 景 設 計 的 典 範
• 提 倡 便 利 行 人 的 環 境 、 整 合 公 共 空 間 及 開 放 海 濱 供 公 眾 享 用
• 保 留 啓 德 獨 有 的 歷 史 文 化 和 昔 日 啓 德 機 場 及 其 跑 道 的 特 色
• 將 啓 德 與 周 邊 地 區 融 合 , 增 加 機 會 活 化 周 邊 地 區 , 促 進 本 土 及 多 元 化
的 經 濟
在 擬 備 啓 德 的 土 地 用 途 發 展 藍 圖 時 , 已 考 慮 空 氣 流 通 評 估 的 結 果 。 此 外 ,
多 項 環 保 措 施 , 例 如 路 旁 綠 化 、 屋 頂 綠 化 和 區 域 冷 卻 系 統 、 闢 設 環 保 運 輸
系 統 、 以 至 集 體 運 輸 、 減 少 噪 音 影 響 和 透 過 「 不 設 平 台 」 的 設 計 概 念 改 善
空 氣 流 通 的 規 劃 , 均 已 納 入 規 劃 大 綱 。
啓 德 地 區 共 設 六 個 分 區 , 每 個 分 區 由 休 憩 用 地 緊 密 連 繫 起 來 。
啓 德 城 中 心
• 環 繞 沙 中 線 啓 德 站 的 車 站 廣 場 將 會 成 為 啓 德 城 中 心 的 新 焦 點 。 綠 茵 處
處 的 車 站 廣 場 將 會 被 小 型 商 店 環 抱 著 , 為 遊 人 提 供 一 個 既 開 揚 又 活 潑
盎 然 的 環 境 。 位 於 車 站 廣 場 北 面 及 東 面 是 一 個 新 的 辦 公 室 樞 紐 , 從 中
展 現 啓 德 的 獨 特 形 象 。
• 啓 德 明 渠 將 會 開 闢 為 河 流 , 成 為 啓 德 城 中 心 的 主 要 城 市 設 計 軸 心 。 為 加
強 與 鄰 近 社 區 的 連 繫 , 將 闢 設 一 條 連 綿 而 彎 曲 的 園 景 美 化 高 架 行 人 道 。
• 位 於 車 站 廣 場 南 面 是 一 個 具 有 特 色 的 住 宅 小 區 —「 啓 德 坊 」, 其 規 劃
槪 念 是 希 望 把 鄰 近 地 區 那 種 人 性 化 及 較 親 切 的 城 市 面 貌 伸 延 至 住 宅 小
區 內 。
體 育 場 館 區
• 為 配 合 香 港 特 區 政 府 爭 取 舉 辦 國 際 體 育 賽 事 的 體 育 政 策 及 推 動 全 民
參 與 體 育 活 動 , 一 所 新 的 多 用 途 體 育 館 將 屹 立 於 啓 德 。 設 於 海 旁 的
45,000 個 座 位 的 主 場 館 不 單 締 造 維 港 的 新 標 記 , 亦 有 助 鄰 近 舊 區 的 更
新 。 體 育 館 亦 連 接 到 餐 飲 小 海 灣 區 , 提 供 與 海 旁 有 關 的 商 業 、 文 化 及
休 憩 用 途 , 為 這 片 海 濱 地 帶 注 入 新 動 力 。
都 會 公 園
• 位 於 舊 跑 道 北 部 的 24 公 頃 都 會 公 園 , 面 臨 維 多 利 亞 港 , 絕 對 是 緬 懷 舊
啓 德 機 場 的 理 想 位 置 。
跑 道 休 閒 區
• 善 用 舊 跑 道 獨 有 的 地 形 和 把 握 面 臨 海 港 的 優 勢 , 舊 跑 道 將 發 展 成 優 質
的 酒 店 及 住 宅 地 帶 , 坐 享 優 美 的 景 色 , 以 實 現 「 生 活 在 跑 道 上 」 的 概
念 。 林 蔭 大 道 設 於 跑 道 中 央 , 讓 人 們 重 踏 昔 日 飛 機 升 降 的 軌 迹 。
旅 遊 及 休 閒 中 心
• 位 於 跑 道 末 端 的 郵 輪 碼 頭 , 將 令 香 港 成 為 亞 洲 區 內 重 要 的 郵 輪 中 心 。
毗 鄰 郵 輪 碼 頭 的 地 方 將 設 有 一 個 結 合 酒 店 / 零 售 / 娛 樂 設 施 的 旅 遊 中
心 , 使 旅 遊 活 動 得 以 伸 延 至 此 部 份 的 都 會 區 。 在 旅 遊 中 心 內 , 計 劃 興
建 一 座 附 有 公 眾 觀 景 廊 的 地 標 建 築 物 , 不 單 成 為 啓 德 的 門 廊 指 引 郵 輪
進 入 維 港 , 亦 能 締 造 錯 落 有 致 的 都 市 輪 廓 線 。 以 航 空 歷 史 為 主 題 的 跑
道 公 園 將 設 於 跑 道 末 端 。
南 停 機 坪 角
• 以 不 同 形 式 的 商 業 及 政 府 、 機 構 或 社 區 設 施 , 作 為 跑 道 上 的 景 點 及 九
龍 灣 及 觀 塘 商 業 區 間 的 中 轉 土 地 用 途 , 並 協 助 觀 塘 商 貿 區 的 重 整 。
啓 德 發 展 將 會 成 為 東 南 九 龍 新 的 都 市 樞 紐 , 亦 是 匯 集 歷 史 文 化 、 綠 茵 、 體
育 及 旅 遊 特 色 的 新 焦 點 。 規 劃 意 向 是 以 低 至 中 密 度 來 發 展 , 以 提 供 優 質 的
居 住 環 境 、 美 化 市 容 及 滿 足 公 眾 的 期 望 。 在 完 成 整 個 啓 德 發 展 後 , 將 會 提
供 約 30,000 個 住 宅 單 位 , 以 容 納 約 86,000 人 , 亦 會 提 供 約 83,000 個 就 業 機
會 。
