31.010. Chief Operating Officer of RI<br />

The general secretary is the chief operating officer of RI and The Rotary Foundation and is<br />

responsible for the day-to-day management of RI under the direction and control of the Board<br />

and the Foundation Trustees as outlined in the constitutional documents of RI and The Rotary<br />

Foundation. As the chief operating officer, the general secretary shall implement the policies of<br />

31.010.1. Supervision of Secretariat<br />

The general secretary shall provide general supervision of all operations of the<br />

Secretariat, including but not limited to those functions related to finance, programs,<br />

communication, planning, The Rotary Foundation, and administrative matters. (June<br />

31.010.2. Long-Range Planning and Policy Formation<br />

The general secretary shall assist the Board and the Foundation Trustees in long-range<br />

planning and policy formation. (June 1998 Mtg., Bd. Dec. 348)<br />

31.010.3. Execution of Legal Documents<br />

The General Manager of the division substantially involved in the contract, or the general<br />

secretary, shall execute all legal documents and contracts on behalf of the association and<br />

its Foundation. Changes to contracts must be approved by the general secretary or the<br />
