Assessment of Capacity Gaps and Needs of South East Asia Countries<br />

in Addressing Impacts, Vulnerability and Adaptati<strong>on</strong> to <strong>Climate</strong> Variability and <strong>Climate</strong> <strong>Change</strong><br />

climate change adaptati<strong>on</strong> regime, the major gaps<br />

identified by the government are the following (Ne<br />

Winn, 2007):<br />

Lack of capacity building (e.g. training <strong>on</strong><br />

relevant methodologies) and expertise in<br />

the area of vulnerability and adaptati<strong>on</strong><br />

assessment;<br />

Lack of vulnerability assessment such as the<br />

integrated and quantitative vulnerability<br />

assessment as well as assessment of impacts of<br />

climate variability and extreme weather events<br />

<strong>on</strong> key socio-ec<strong>on</strong>omic sectors;<br />

Lack of cost-effective analysis of various<br />

adaptati<strong>on</strong> opti<strong>on</strong>s including adaptati<strong>on</strong><br />

technologies<br />

Lack of nati<strong>on</strong>al strategies and acti<strong>on</strong> plan<br />

for climate change adaptati<strong>on</strong> and its related<br />

disaster preventi<strong>on</strong> and preparedness<br />

Instituti<strong>on</strong>al Settings c<strong>on</strong>cerning<br />

Disaster Risk Reducti<strong>on</strong><br />

Meanwhile, the well-laid instituti<strong>on</strong>al arrangements<br />

for disaster management still need to be enhanced by<br />

filling the gaps in capacity building for better intraand<br />

inter- collaborati<strong>on</strong> am<strong>on</strong>g the committees and<br />

working groups and also in applicati<strong>on</strong> of formal<br />

governmental policy into practice at the ground level.<br />

The ADPC (2009) suggests several key activities, as<br />

follows:<br />

Legislati<strong>on</strong> and implementati<strong>on</strong> of standing<br />

order <strong>on</strong> disaster management<br />

Creati<strong>on</strong> of Disaster Management Law for<br />

assisting Ministries and Departments to<br />

smoothly discharge their duties <strong>on</strong> disaster<br />

management and allowing for enhanced interministerial/departmental<br />

coordinati<strong>on</strong>;<br />

Identificati<strong>on</strong> of disaster risk reducti<strong>on</strong><br />

mandates of each ministry to link ministerial<br />

and departmental disaster management roles<br />

and resp<strong>on</strong>sibilities<br />

Implementati<strong>on</strong> of the standing orders;<br />

Assessment of hazard and vulnerability at<br />

the nati<strong>on</strong>al and sub-nati<strong>on</strong>al levels through<br />

identificati<strong>on</strong> of people and resources and<br />

assets potentially exposed to the hazard pr<strong>on</strong>e<br />

areas, followed by the detailed vulnerability and<br />

capacity assessment including demographic<br />

characteristics and means of livelihood;<br />

Standardizati<strong>on</strong> of the disaster management<br />

terminology<br />

Capacity Building and training<br />

Training and capacity building <strong>on</strong> disaster<br />

preparedness and mitigati<strong>on</strong> for governmental<br />

officers of committees, sub-committees and<br />

working groups;<br />

Mobilisati<strong>on</strong> of agencies and resources<br />

to enhance the capacity of the respective<br />

ministerial or departmental focal points within<br />

disaster preparedness committees at the<br />

nati<strong>on</strong>al and divisi<strong>on</strong>/state levels, for example<br />

by c<strong>on</strong>ducting technical trainings and interand<br />

cross- departmental visits;<br />

Review of training course curriculum for<br />

a trainer to the internati<strong>on</strong>al standard as<br />

participants of the courses receive updated<br />

informati<strong>on</strong> and approaches and provide as a<br />

trainer training programmes at township and<br />

village tract levels;<br />

Improvement of disaster management<br />

training resource kit entailing less<strong>on</strong> learned<br />

from past disaster events in other countries,<br />

mainstreaming disaster management in<br />

development planning<br />

Better coordinati<strong>on</strong> and informati<strong>on</strong> exchange<br />

Involvement of civil society including local<br />

N<strong>on</strong>-Governmental Organizati<strong>on</strong>s;<br />

Enhancing informati<strong>on</strong>, educati<strong>on</strong> and<br />

communicati<strong>on</strong> for disaster preparedness<br />

though determinati<strong>on</strong> of activities to be<br />

undertaken for specific hazard in specific areas,<br />

with c<strong>on</strong>siderati<strong>on</strong> of wider cultural c<strong>on</strong>texts<br />

Regular updates of disaster preparedness plans<br />

Updating of the standing orders with the<br />

resp<strong>on</strong>ses of different disaster preparedness<br />

committees, sub-committees and working<br />

groups as well as the list of hazard pr<strong>on</strong>e areas;<br />

Identificati<strong>on</strong> of the steps for early warning<br />

disseminati<strong>on</strong> and documentati<strong>on</strong> of the<br />

collaborati<strong>on</strong> linkages am<strong>on</strong>g communities for<br />

early warning disseminati<strong>on</strong>;<br />

Organisati<strong>on</strong> of multi-agency mock drill<br />

am<strong>on</strong>g sub-committees and departments<br />

to c<strong>on</strong>solidate coordinati<strong>on</strong> and reporting<br />

mechanism for effective disaster resp<strong>on</strong>se<br />
