Assessment of Capacity Gaps and Needs of South East Asia Countries<br />

in Addressing Impacts, Vulnerability and Adaptati<strong>on</strong> to <strong>Climate</strong> Variability and <strong>Climate</strong> <strong>Change</strong><br />

sustainable development and integrati<strong>on</strong>, with clear<br />

focuses for short and l<strong>on</strong>g-term impacts (projects<br />

must be immediately implemented), climate change<br />

issues and the resp<strong>on</strong>se to it is the resp<strong>on</strong>sibility of<br />

all the stakeholders (politics, society, communities,<br />

etc.) and must be integrated into all strategies and<br />

planning at all sectors and levels. Finally, according<br />

to the principle of “comm<strong>on</strong> but differentiated<br />

resp<strong>on</strong>sibility” Viet Nam is willing to receive funding<br />

and technology transfer from developed countries<br />

and internati<strong>on</strong>al organizati<strong>on</strong>s.<br />

The general objective as described in the NTP is to<br />

“assess climate change’s impacts <strong>on</strong> sectors/areas<br />

and regi<strong>on</strong>s in specific periods and develop feasible<br />

acti<strong>on</strong> plan to effectively resp<strong>on</strong>d to climate change<br />

in each short-term/l<strong>on</strong>g-term periods” all that to<br />

“ensure sustainable development […], take over<br />

opportunities to develop towards a low-carb<strong>on</strong><br />

ec<strong>on</strong>omy, and joint internati<strong>on</strong>al community’s effort<br />

to mitigate climate change impacts and protect<br />

global climatic system” (MoNRE, 2008a).<br />

As specific objectives the program defines eight<br />

which can be summarized as follows: identify and<br />

asses climate change impacts <strong>on</strong> every sector;<br />

identify suitable measures; promote technological<br />

and scientific activities related with climate change;<br />

improve organizati<strong>on</strong>al structure, instituti<strong>on</strong>al<br />

capacity and implement appropriate policies <strong>on</strong><br />

climate change; strength internati<strong>on</strong>al relati<strong>on</strong>ships<br />

to get support and to joint efforts to protect global<br />

climatic system; incorporate NTP to social-ec<strong>on</strong>omic<br />

development strategies; and finally to develop an<br />

acti<strong>on</strong> plan of all ministries and sectors, and to<br />

implement pilot projects.<br />

The approaches defined include a broad range of<br />

stakeholders group focusing <strong>on</strong> local communities<br />

c<strong>on</strong>sidering adaptati<strong>on</strong> needs and using a twoway<br />

discussi<strong>on</strong> and feedback, a multidiscipline and<br />

successi<strong>on</strong> approach, based <strong>on</strong> references to nati<strong>on</strong>al<br />

strategies, and finally base <strong>on</strong> existing organizati<strong>on</strong>s<br />

(domestic resources and internati<strong>on</strong>al support).<br />

Scope<br />

Temporal scope:<br />

Phase I (2009-2010): Start-up.<br />

Phase II (2011-2015): Implementati<strong>on</strong>.<br />

Phase III (post 2015): Development.<br />

Spatial scope: the whole country.<br />

Main activities<br />

Assessment of <strong>Climate</strong> <strong>Change</strong> Impacts in Viet<br />

Nam: assess variability and impacts of climate<br />

change <strong>on</strong> different fields, sectors and regi<strong>on</strong>s<br />

and develop climate change scenarios, and sea<br />

level rise scenarios.<br />

Identify measures to resp<strong>on</strong>d to climate change<br />

based <strong>on</strong> the result of the previous activity.<br />

Develop a scientific-technological program <strong>on</strong><br />

climate change to provide scientific basis for the<br />

development of policies, instituti<strong>on</strong>s and acti<strong>on</strong><br />

plans, to collaborate with the internati<strong>on</strong>al<br />

goals, to use energy effectively and develop<br />

clean technologies, and to strengthen ministries<br />

and sectors capacity to resp<strong>on</strong>d to climate<br />

change.<br />

Strengthen the Capacity in the Organizati<strong>on</strong>,<br />

Instituti<strong>on</strong> and Policy <strong>on</strong> <strong>Climate</strong> <strong>Change</strong><br />

focused <strong>on</strong> legal normative documents,<br />

legal basis to implement the activities,<br />

mechanisms to encourage coordinati<strong>on</strong> of<br />

NTP implementati<strong>on</strong> in the whole country and<br />

sectors, and improvement of efficiency in the<br />

management’s organizati<strong>on</strong> structure relating<br />

to climate change from central to local levels.<br />

Awareness Raising and Human Resources<br />

Development: the scope of this activity is to<br />

strength communicati<strong>on</strong> and coordinati<strong>on</strong><br />

am<strong>on</strong>g ministries, sectors, decisi<strong>on</strong>makers,<br />

community and enterprises in the<br />

implementati<strong>on</strong> of activities and to raise the<br />

awareness and resp<strong>on</strong>sibilities am<strong>on</strong>g society<br />

in terms of climate change.<br />

Enhancement of Internati<strong>on</strong>al Cooperati<strong>on</strong> for<br />

support from the internati<strong>on</strong>al community and<br />

to participate in the global efforts <strong>on</strong> climate<br />

change.<br />

Mainstreaming NTP in Strategies, Plans, Socioec<strong>on</strong>omic<br />

Development Planning and other<br />

Sectoral/Local Development Plans.<br />

Develop Acti<strong>on</strong> Plans to resp<strong>on</strong>d to climate<br />

change by relevant ministries, sectors,<br />

and localities that should take initiative in<br />

developing their own acti<strong>on</strong> plans to resp<strong>on</strong>d<br />

to climate change based in previous assessment<br />

and developed climate change scenarios. All<br />

ministries, provinces and cities will prepare<br />

in 2010 a 5 years plan for the period 2011-<br />

2015, raising the key issue of their capacity<br />

to integrate adaptati<strong>on</strong> into their planning.<br />

Acti<strong>on</strong>s plans must c<strong>on</strong>sider all key sectors as<br />

well as particular c<strong>on</strong>diti<strong>on</strong>s of the regi<strong>on</strong>s of<br />

the country.<br />

Water resources: Water is being used as a key policy<br />

factor, the following activities must be included<br />
