CREATING A LIGHTING<br />
IDENTITY FOR THE CITY<br />
In 2011, the urban authority of Cergy<br />
Pontoise near Paris decided to comprehensively<br />
refurbish its lighting system.<br />
Following a competitive bidding<br />
procedure that lasted nearly two years,<br />
it signed an 18-year partnership<br />
agreement in June <strong>2013</strong> with the Cinergy<br />
SAS consortium, made up of 50%<br />
VINCI Energies (operating under the<br />
Citeos brand) and 50% Spie.<br />
The consortium undertook to rebuild<br />
nearly 80% of the public lighting facilities<br />
during the first five years of the<br />
contract. €81 million in capital investments<br />
and over 1,400 renovation projects<br />
have been scheduled during this<br />
first phase. Over the following 13-year<br />
period, a further €39 million will be<br />
invested. New high-efficiency equipment<br />
will be used: LED streetlights<br />
along residential streets and pedestrian<br />
walkways, timed dimming during<br />
the night and presence detectors<br />
along pedestrian paths.<br />
By the end of the contract in 2031, savings of 47% on current<br />
consumption levels are expected from the upgrading and management<br />
of the lighting installations.<br />

“Our lighting network had<br />
aged prematurely and was<br />
constantly breaking down.<br />
The partnership agreement<br />
appeared to us to be the way<br />
to undertake a broad refurbishment<br />
within a short period<br />
of time. The consortium is our<br />
sole interface, in charge of design,<br />
financing and execution<br />
of the works and of managing<br />
the lighting network. We set<br />
precise contractual objectives,<br />
specifically the failure<br />
rate, which must be brought<br />
below 2% within five years and<br />
below 0.5% by the end of the<br />
contract. Our approach is also<br />
qualitative: we want to give<br />
our city a new lighting identity,<br />
by illuminating 34 outstanding<br />
buildings and by providing<br />
differentiated lighting for our<br />
various urban spaces.”<br />
