East Liberty & <strong>the</strong> TOD principles<br />
As previously stated East Liberty Station<br />
already has many <strong>of</strong> <strong>the</strong> qualities desirable<br />
for TOD, but it also has factors that limit<br />
<strong>the</strong> its current functionality as a TOD and<br />
are barriers to future transit-oriented<br />
development.<br />
3. Create walkable places for people.<br />
Walkability around <strong>the</strong> <strong>station</strong> varies<br />
radically from one edge <strong>of</strong> <strong>the</strong> <strong>station</strong><br />
to ano<strong>the</strong>r. In part this is due to <strong>the</strong><br />
recent reconstruction efforts along Penn<br />
Circle which brought <strong>the</strong> standard <strong>of</strong> <strong>the</strong><br />
pedestrian environment to up to a very<br />
high standard through new streetscape<br />
improvements. The diversity <strong>of</strong> conditions<br />
in visible in <strong>the</strong> diagram on <strong>the</strong> next page<br />
and in <strong>the</strong> images below. The <strong>station</strong> itself<br />
could also be improved in <strong>the</strong> future with<br />
improved landscape, lighting and seating<br />
elements.<br />
1. Maximize location efficiency<br />
The area around <strong>the</strong> <strong>station</strong> is already very<br />
mixed use, providing a range <strong>of</strong> housing<br />
choices and employment opportunities.<br />
It’s location in <strong>the</strong> middle <strong>of</strong> <strong>the</strong> <strong>east</strong><br />
end plateau, means that numerous<br />
neighborhoods flow into direct connections<br />
making it a natural center for <strong>the</strong> <strong>east</strong>ern<br />
end <strong>of</strong> <strong>the</strong> city. Density varies around <strong>the</strong><br />
<strong>station</strong> and in some directions particularly<br />
to <strong>the</strong> <strong>east</strong>, <strong>the</strong>re are opportunities to<br />
increase <strong>the</strong> residential densities which are<br />
well below <strong>the</strong> desirable level for a Mixed-<br />
Use Urban Center <strong>station</strong> in some parts <strong>of</strong><br />
<strong>the</strong> <strong>station</strong> area.<br />

2. Build a mix <strong>of</strong> housing choices<br />
and complimentary uses<br />

As previously stated <strong>the</strong> land use around<br />
<strong>the</strong> <strong>station</strong> is already quite diverse, however<br />
<strong>the</strong>re are opportunities to increase<br />
housing density and choice in <strong>the</strong> <strong>station</strong><br />
area. Although higher density housing in<br />
<strong>the</strong> form <strong>of</strong> low-income high-rise tower<br />
was recently removed from East Liberty,<br />
looking to mid-rise residential buildings on<br />
some sites to <strong>the</strong> <strong>east</strong> <strong>of</strong> <strong>the</strong> <strong>station</strong> may be<br />
an appropriate future TOD strategy.<br />
