TRID RECOMMENDATIONS<br />

East Liberty is experiencing a long-delayed<br />

rebirth in both <strong>the</strong> historic business core<br />

<strong>of</strong> Penn Avenue, and along <strong>the</strong> busway<br />

edge through projects like East Side and<br />

Bakery Square. Development efforts over<br />

<strong>the</strong> last five years are transforming <strong>the</strong><br />

half-mile area around <strong>the</strong> <strong>station</strong> and have<br />

now reached <strong>the</strong> parcels adjacent to <strong>the</strong><br />

<strong>station</strong> which have been slated for transitoriented<br />

development in neighborhood<br />

planning studies for over ten years. For<br />

TOD to reach its maximum <strong>potential</strong> in <strong>the</strong><br />

immediate area <strong>of</strong> <strong>the</strong> <strong>station</strong> and in <strong>the</strong><br />

larger district beyond, key infrastructure<br />

improvements are needed.<br />

The <strong>station</strong> and surrounding public realm<br />

are not conducive to TOD and would<br />

benefit from reconstruction in conjunction<br />

with new development. Key projects to<br />

reconfigure existing streets and improve<br />

<strong>the</strong> public realm are an essential part <strong>of</strong> <strong>the</strong><br />

East Liberty Community plan and should<br />

be implemented to support development.<br />

Site improvements for major development<br />

sites are also needed. The creation <strong>of</strong> a<br />

Transit Revitalization Investment District<br />

can be a key tool for capturing <strong>the</strong> value<br />

<strong>of</strong> transit to finance public transportation<br />

capital improvements, site development,<br />

o<strong>the</strong>r public infrastructure and maintenance<br />

needs to support TOD in East Liberty.
