Admission Requirements and Procedures<br />
RESIDENCY REQUIREMENTS<br />
<strong>Feather</strong> <strong>River</strong> <strong>College</strong> accepts residents of California, out-of-state residents, and international students. Residency<br />
status is determined by the Admissions and Records Office from information provided by the student on the<br />
Application for Admissions.<br />
• California Residents pay no tuition fee; they pay only a standard enrollment fee mandated by the State.<br />
• Out-of-State Nonresidents enrolling for 3.5 units or more pay a tuition fee in addition to the standard enrollment<br />
fee. Out-of-state students enrolling for fewer than 3.5 units pay only the standard enrollment fee.<br />
• International students pay an out-of-state tuition fee in addition to the standard enrollment fee and are subject<br />
to additional admissions requirements as outlined later in this section.<br />
Resident Students<br />
Resident students are defined as those who are permanent residents of California and have lived in the state for at<br />
least one year and one day prior to the first day of instruction each semester, and intend to remain in the state for<br />
reasons other than education. Proof of residency and intent (such as a driver’s license, tax return, or rent receipts)<br />
may be required by the Admissions and Records Office at the time of registration if there is a question of a student’s<br />
residency.<br />
• Persons over 18 years old have the legal right to establish their own residence for the purposes of admission.<br />
The year of residency must begin after the eighteenth birthday.<br />
• Persons under 18 years old may establish residency in accordance with the listed criteria and the following:<br />
- Married minors may establish their own residence.<br />
- Unmarried minors derive residence from the parent with whom they are living. If the minor lives with<br />
neither parent, residency is derived from the parent with whom he or she last lived. The residence of an<br />
unmarried minor cannot be changed by his or her own act, by appointment of a legal guardian or by<br />
relinquishment of a parent’s right of control.<br />
• Military personnel stationed in California on active duty (not for educational purposes) and/or dependent<br />
children and spouses, are entitled to resident classification during their first year in the state. After one year,<br />
students must present documentation that verifies their intention to become a permanent California resident.<br />
• Permanent residence visa holders who have lived in California for over one year qualify as residents.<br />
Documentation may be required to establish residency. All other international students, except refugees and<br />
undocumented persons, are considered non-resident, international students.<br />
Non-Resident Students<br />
Non-resident students are defined as those<br />
who have not resided in California for at<br />
least one year and one day prior to the first<br />
day of instruction each semester, or who do<br />
not meet other criteria as outlined above.<br />
Ed Code 68000-68075 and California Code<br />
of Regulations, Title 5, 54020-54024, state<br />
that there must be a combination of physical<br />
presence and evidence of intent to make<br />
California your permanent state of residency.<br />
The burden of proof to clearly demonstrate<br />
both physical presence and intent lies with<br />
the student. Students must submit a request<br />
for reclassification at least 10 business days<br />
prior to the beginning of the semester for<br />
which the student seeks reclassification. More<br />
information is available on the FRC website or<br />
in the Admissions and Records Office.<br />
