July 2009 for 268 major/medium irrigation projects and 9,908 Surface Minor Irrigation Schemes. Budget allocation<br />
for AIBP for the year 2008-09 was of Rs. 4,300 crores. Under PM's stimulus package, an additional allocation of Rs.<br />
2300 crores was provided for AIBP. Thus, total allocation was of Rs. 6,600 crores. Against this allocation, the actual<br />
expenditure during the year was about Rs.7,598crores. For the year 2009-10, budget allocation is Rs.8,000crores.<br />

Command Area Development and Water Management (CADWM)<br />
Command Area Development and Water Management (CADWM) program was initiated in 1974. Its main objective<br />
was to improve the utilisation of Irrigation Potential Created (IPC) and optimize agriculture production and<br />
productivity from irrigated agriculture through a multi-disciplinary team functioning under the Area Development<br />
Authority. CADWM includes majority of small works such as field channels, field drains, land leveling etc. So far,<br />
332 irrigation projects with a Cultivated Command Area (CCA) of about 29 mh have been benefited from the<br />
programme, out of which 138 projects are currently under implementation.<br />

Bharat Nirman<br />
Bharat Nirman is a business plan for action in rural infrastructure by the Government of India in partnership with<br />
State Governments and Panchayat Raj Institutions. The Ministry of Water Resources in collaboration with State<br />
Governments is responsible for creation of additional irrigation capacity through major, medium and minor irrigation<br />

Investments<br />
Slowdown in investments due to deterioration in state finances affected the sector‟s growth in 2008-09. However, the<br />
situation has been improving with economic revival and the sector is expected to see strong growth in investments.<br />
Major contribution to this growth will be from states concentrating on improving water and irrigation infrastructure<br />
such as Andhra Pradesh, Maharashtra, Gujarat, Madhya Pradesh, Orissa, Rajasthan and Karnataka. In order to<br />
capitalize on the direct and indirect benefits of irrigation, the government, particularly the state governments, have<br />
gradually started to increase their focus on investments in irrigation and flood control over the years. Total<br />
investments in the irrigation sector are expected to grow from Rs. 1455 bn during the 2004-05 to 2008-09 (at 2008-09<br />
prices) to Rs. 2984 bn during the 2009-10 to 2013-14 period, representing a growth of 110 per cent.<br />
