Rural roads<br />
PMGSY: Government‟s continued focus on rural roads aids significant progress<br />

In PMGSY, CRISIL Research expects around 410,487 km (including new connectivity and up gradation) to be<br />
constructed over the next 5 years, based on past execution track record and the government‟s continued focus. It<br />
is expected that 225 km to be constructed per day in the coming years.<br />
The growth rate is expected to be around 15 per cent over the next 3 years and 10 per cent for the subsequent 2<br />
years.<br />

Major Initiatives<br />
Special Accelerated Road Development Programme for North Eastern region (SARDP-NE):<br />
It envisages improvement of road connectivity to all the State <strong>Capital</strong>s and District Headquarters in the North Eastern<br />
region. The proposed programmeincludes improvement of 9760 km of roads comprising of National Highways(5104<br />
km) and State roads (4656 km), which will be implemented under Phase „A‟, Phase „B‟ and Arunachal Pradesh<br />
Package for Roads & Highways. The Government has approved Phase-A comprising 1959 km of National Highways<br />
and 657 km of State Roads; preparation of Detailed Project Report (DPR) for Phase-B comprising of 1673 km of<br />
National Highways and 3152 km of State Roads and Arunachal Pradesh Package of Roads & Highways comprising<br />
1472 km of National Highways and 847 km of State Roads .<br />

Public Private Partnerships<br />
The increasing resource requirements and the concern for managerial efficiency and consumer responsiveness have<br />
led in recent time to an active involvement of private sector. To encourage participation of private sector, the<br />
government has announced several incentives such as –<br />
Government will carry out all preparatory work including land acquisition and utility removal. Right of way<br />
(ROW) to be made available to concessionaires free from all encumbrances.<br />
NHAI / GOI to provide capital grant up to 40% of project cost to enhance viability on a case to case basis<br />
100% tax exemption for 5 years and 30% relief for next 5 years, which may be availed of in 20 years.<br />
Concession period allowed up to 30 years<br />
Arbitration and Conciliation Act 1996 based on UNICITRAL provisions.<br />
In BOT projects entrepreneur are allowed to collect and retain tolls<br />
Duty free import of specified modern high capacity equipment for highway construction.<br />
