Specialty Pavement within the Right-of-Way –If specialty pavements such ascobble stones, brick pavers, stamped concrete, stamped asphalt and polymerwalkways are placed in the right-of-way, the property owners associationcovenants shall include language which states how and when the pavements willbe maintained. The property owners association covenants shall state whatpercentage of the POA dues will be allocated toward specialty pavementmaintenance/repair and/or how special assessments will be applied to addressmajor repairs. If the specialty pavement deteriorates, heaves, settles, cracksand/or fails beyond the point of safe passage for pedestrians and vehicles orcracks and allows surface water to penetrate the sub-grade, the Public WorksDirector may require the property owners association to make the necessaryrepairs. Specialty pavements placed within the right-of way must be approved bythe Public Works Department prior to construction.Traffic Circles and Roundabouts – If used within the TND all obstructions andplantings over the height of a drivers eye, (3.5’ from pavement elevation) areprohibited in the inter portion of the traffic circle or roundabout except a singletree planted in the middle of the circle of which the limbs must be trimmed tomaintain a clear distance from the pavement to a distance 10-feet above thepavement.Utilities – All utility installations within rights-of-way shall be consistent with theTown of Kernersville and the City/County Utilities Commissions currentUtility Policy. For Neighborhood Streets, herein defined as “streets,” andresidential collector streets, herein defined as “Boulevards” and “Parkways,”underground utilities may cross perpendicular under the pavement, but shall notrun longitudinally under the pavement of any public street. All utility stub-outs areto be installed prior to paving the final surface course. Refer to utility corridors(tree lined street) for approved utility corridors.Lighting – As a general rule, shorter spacing and short poles (12’-16’) arepreferred over longer spacing and taller poles. All lighting shall meet the town’sstreet lighting policy. The scale of lighting fixtures and the illumination providedmust be appropriate for both pedestrian and vehicular movements. Decorativestreet lights must be installed and the developer shall pay for the initial capitalcost of such fixtures.Block Length: All or most low speed, low volume streets should have shortblock lengths of between 250 and 500 feet. Exceptions may be needed due totopography, environmental protection, preservation of cultural resources, andsimilar considerations.
Highways and Large Through Corridors: Thoroughfare and collector streetsmay penetrate a TND, if so, the adjoining streets must be designed toaccommodate these intersections by minimizing the direct access onto thecollector and thoroughfare streets.SECTION 3POLICIES.The Town, consistent with current policies, will not install or maintain street trees,median plantings, specialty pavement, park benches, bike paths, walking trials orsimilar features within the right-of-way. Installation and construction of suchfeatures is the responsibility of the developer. Maintenance of such right-of-wayfeatures will be the responsibility of the property owners’ association or groupthat has responsibility for other common assets.Vertical curb and gutter construction is preferred on all streets where individualparcel accesses are prohibited. On low volume streets where access is providedfor individual parcels, valley curb & gutter is preferred.Design guidelines established for TNDs will remain separate and apart from thestandards for conventional subdivisions. TND and conventional developmentconcepts shall not be combined within the same development.Refer to the attached drawings for roadway cross sections.
